project. The 1992 Budget completes the four phases by combining Phases III and IV. What we are proposing for Phase III, which is inclusive of what was originally Phase IV, is a continuation of the tree planting on the north side and continuing around the east and south sides, as well. We will include drip irrigation in those areas as well, allowing the trees to get a stand in those early years. We're contemplating a bridge over the outlet area. Mr. Clements, who serves on the Advisory Board, will spearhead the drive to get a grant to build the bridge. Randy Burkhart, future Parks Planner, City of Louisville reiterated much of what Steve Baysinger explained. Davidson called for Council comments or questions. Mayer: Is this plan fairly accurate as to the placement of trees? Burkhart: It's conceptual at this time but fairly close. Mayer: The neighborhood wishes to be consulted as to the placement of the trees and have the staff work with them on that. Also, we need to let the public know, well ahead of time, what the final plan is going to be and invite them to view it. We need to keep the public informed of when the final bid comes in. If there is going to be public meeting on this, we need to put a notice in the water bill. Howard: We are combining Phase III and Phase IV because it was promised to the residents around Harper Lake for years and nothing occurred. We wish to complete the project as soon as possible. Sisk: My hope is that the bids are solicited for local merchants. I want to make sure that they are given an equal opportunity. (Next portion of the tape is inaudible.) Howard moved that Council authorize Staff to prepare and recruit bids for the Leon Wurl Harper Lake Wildlife Sanctuary for the amount of $65,000.00, seconded by Sisk. All in favor. 20
