project. The 1992 Budget completes the four phases by combining <br />Phases III and IV. What we are proposing for Phase III, which is <br />inclusive of what was originally Phase IV, is a continuation of the <br />tree planting on the north side and continuing around the east and <br />south sides, as well. We will include drip irrigation in those <br />areas as well, allowing the trees to get a stand in those early <br />years. We're contemplating a bridge over the outlet area. Mr. <br />Clements, who serves on the Advisory Board, will spearhead the <br />drive to get a grant to build the bridge. <br /> <br />Randy Burkhart, future Parks Planner, City of Louisville reiterated <br />much of what Steve Baysinger explained. <br /> <br />Davidson called for Council comments or questions. <br /> <br />Mayer: <br /> <br />Is this plan fairly accurate as to <br />the placement of trees? <br /> <br />Burkhart: It's conceptual at this time but <br /> fairly close. <br /> <br />Mayer: <br /> <br />The neighborhood wishes to be <br />consulted as to the placement of the <br />trees and have the staff work with <br />them on that. Also, we need to let <br />the public know, well ahead of time, <br />what the final plan is going to be <br />and invite them to view it. We need <br />to keep the public informed of when <br />the final bid comes in. If there is <br />going to be public meeting on this, <br />we need to put a notice in the water <br />bill. <br /> <br />Howard: <br /> <br />We are combining Phase III and Phase <br />IV because it was promised to the <br />residents around Harper Lake for <br />years and nothing occurred. We wish <br />to complete the project as soon as <br />possible. <br /> <br />Sisk: <br /> <br />My hope is that the bids are <br />solicited for local merchants. I <br />want to make sure that they are <br />given an equal opportunity. <br /> <br />(Next portion of the tape is inaudible.) <br /> <br />Howard moved that Council authorize Staff to prepare and recruit <br />bids for the Leon Wurl Harper Lake Wildlife Sanctuary for the <br />amount of $65,000.00, seconded by Sisk.
