DISCUSSION/DIRECTION - RECREATION FACILITY FEE WAIVER <br /> <br />Steve Baysinger, Director of Parks & Recreation, stated that this <br />situation is brought before Council to try to get some direction as <br />to allowing Staff to set aside or work with these groups to provide <br />them time at the Recreation Center for usage with their season <br />These four options were offered at an earlier Work <br /> <br />ending program. <br />Session: <br /> l) <br /> <br /> 2) <br /> 3) <br /> 4) <br /> <br />Leave policy as is and require requests for fee <br />waivers routed directly to Council. <br />Allow one time meeting of sponsored programs at a <br />discounted rate on a space available basis. <br />Allow one time meetings of sponsored programs free <br />usage on a space available basis. <br />Have staff set aside time at the end of each youth <br />sports season that can be used at no charge on a <br />first come, first served basis. <br /> <br />Staff recommends option #4. This option allows the center <br />management to set aside non-prime time slots for free usage and <br />minimizes revenue loss. The non-prime times would be Saturdays and <br />Sundays from 10:00 a.m. to approximately 2:00 p.m. which in most <br />cases serves the need for youth banquets. <br /> <br />Davidson called for Council comments. <br /> <br />Hornbostel: <br /> <br />Does this mean that anyone besides <br />the youth sports would still come <br />before Council? <br /> <br />Baysinger: <br /> <br />Yes. <br /> <br />Howard: <br /> <br />I have a problem with saying staff <br />sets aside time for anybody who does <br />sports or other activities, mainly <br />because I'm a Councilman for <br />Louisville. I want to make sure <br />that the Louisville programs that we <br />sponsor are the ones that receive <br />the first and best benefit from our <br />facilities. <br /> <br />Sisk: <br /> <br />My concern is defining it to youth <br />sports programs. Are there other <br />youth programs that are not sports <br />programs that would not have the use <br />of the Recreation Center by narrowly <br />defining this issue? <br /> <br />Baysinger: <br /> <br />In the program that's offered now, <br />no.
