Lathrop: Mayer: Chamber is doing. More importantly, what the coSts are and what the real benefits are to the citizens of Louisville. By saying six months, does not mean that I'm advocating that after six months that funding should be cut. That is not what I'm advocating. I am advocating that in six months, a more detailed plan of operation and especially those items that are most critical that could suffer if there were a disruption of funding, should be clearly identified so that the Committee and the Chamber could work together to ensure that at least those items are not disrupted. The problem I see before us now is moving from a small city scale to a larger city scale. I sense a danger that the Chamber needs the assurance of funding in order to properly function. The Chamber plans its activities, budgets, work plans, etc., on a yearly cycle. To indicate to that organization, that we have relied on for their promotions and development of our community, that their efforts may only be needed on a short term basis, does not speak well for our management or our administration style. I think that Mr. Howard intends to lead a group that take a good look at what is going on. I would encourage my fellow Councilmembers .to support a full year funding and promotional effort and let the Economic Development Committee take its time and do a quality job of evaluation and recommendation without interrupting or interfering in the existing ongoing promotional activities of the Chamber of Commerce. If I am going to be dispensing funds to a contractor to the City and the Chamber, being a private group, is a contractor to the City, then I want some things to be done before I can 26
