Davidson stated in the Work Session, a week ago Saturday, that it
seemed there was a desire to appoint an ex-officio member to the
Chamber Board for Chamber/Council communications.

Mayer moved that the Mayor appoint Councilman Sisk as the City's
exuofficio board member on the Chamber of Commerce, seconded by
Hornbostel.

Howard:

The City of Louisville should not be
on the governing board of the
Chamber of Commerce. The Chamber is
a separate organization, although
funded to a great extent by the
City. I am, extremely, concerned
when a member of the City Council is
also a member, in any form or
fashion, of the Board of Directors
of any organization. Especially,
one we are giving monies to.

Mayer:

I see this as a temporary position.
Since the City is providing over 60
- 70% of the Chamber's operating
budget, it's prudent as well as
helpful in the transition to the new
City/Chamber relationship that we
have an interface with the Chamber.

Davidson made a friendly amendment to Mayer's motion to make the
appointment for a period of one year. Mayer agreed. Roll call was
taken, motion passed 6-1 with Howard voting against.

ORDINANCE NO. 1065, SERIES 1992 - RAW WATER MASTER PLAN STUDY - 2ND
READING - PUBLIC HEARING

Susan Griffiths, City Attorney, read by title only Ordinance No.
1065, Series 1992, "An ordinance authorizing the City of
Louisville, Colorado, to enter into a Raw Water Master Plan
contract with the State of Colorado, Department of Natural
Resources, Colorado Water Conservation Board."

Davidson opened for public comment.

NONE.

Davidson asked for staff presentations.

Brand offered to answer any questions in Tom Phare's absence.

Griffiths suggested that if Council was inclined to approve the
ordinance, they should do so with the amendment to the ordinance on
the first reading as described in the communication, specifically
