at the end of Section 1 of the Ordinance. Words were added at the <br />request of the Colorado Department of Resources, "which is a valid <br />municipal project." That's the only change in the Ordinance that <br />was before Council on first reading and that it should be approved <br />along with the Ordinance. <br /> <br />Sisk moved that Council adopt Ordinance No. 1065, Series 1992, <br />approving the Raw Water Master Plan contract with the Colorado <br />Department of Resources and with the authorization for the Mayor <br />and the City Clerk to execute the contract on behalf of the City, <br />adding thereto the amendment to Section 1, seconded by Hornbostel. <br />Roll call was taken. Motion passed 7-0. <br /> <br />DISCUSSION/DIRECTION - HARNEY/LASTOKA PROPERTY <br /> <br />Brand commented that this is property at Highway 42 and South <br />Boulder Road, across the street from KMart and King Soopers. Last <br />October in a meeting with Boulder County, Lafayette and Louisville, <br />it was discussed whether or not the City wants to amend the <br />Intergovernmental Agreement and have the City of Louisville annex <br />the property with the understanding that part of it would be <br />developed to generate tax monies and part of it would be set aside <br />as open space for a regional park. Funds that are generated from <br />the development of the commercial would be used to purchase, <br />develop and maintain park lands that we're able to acquire, <br />starting with the regional park on the Lastoka/Harney property and <br />then getting into the 600 acres of the Mayhoffer property. Now <br />that all seven Councilmembers are sworn in and seated, Brand would <br />like direction from Council. Brand asked if it's still the City's <br />position to try to work out an agreement to amend the IGA to permit <br />commercial activity. If not, what is Council's position? <br /> <br />Davidson asked for Council comments and questions. <br /> <br />Mayer: <br /> <br />It would not be my favorite place <br />for a ball field, being across from <br />the busiest arterial within 15 years <br />in Boulder County. The City of <br />Lafayette requested that the <br />development be limited to office <br />park, non-retail type use. That's <br />the only thing that could generate <br />the type of funds which would make <br />this a viable project. I want to <br />see it limited to the corner and <br />that the funds go to a parks/open <br />space fund. Lafayette said that <br />after the property was paid for, <br />Louisville and Lafayette would split <br />the funds equally. It sounds like <br />Louisville would get all the traffic <br />and Lafayette gets 50% of the funds. <br /> <br /> <br />
