St. Andrews Lane we're using low <br />maintenance and drought tolerant <br />grasses. Even in the irrigated <br />areas we're using drought tolerant <br />tall fescue sod. <br /> <br />Tom Phare, Director of Public Works, asked John Franklin what the <br />two local streets provide for as far as access to the east. <br /> <br />Franklin: <br /> <br />There is potential access (TAPE <br />INAUDIBLE). In the beginning <br />Planning Commission process it was <br />meant to be a limited type access. <br />By limited, we meant to not provide <br />a cut off on Dillon Road or a <br />corridor for people to get to the <br />Club House quickly. <br /> <br />Phare: <br /> <br />(TAPE INAUDIBLE) <br /> <br />Chuck Bellock, representing the partnership Coal Creek Associates <br />and the Applicant. <br /> <br />Bellock: <br /> <br />Critical to our plan was to preserve <br />the neighborhood as a neighborhood <br />by providing limited access <br />roadways. (Bellock reviewed the <br />Plat/Maps - VIDEO TAPE AVAILABLE). <br />It was our intention to never <br />provide a shortcut to the Golf <br />Course, but rather preserve the <br />neighborhood and provide emergency <br />access only. <br /> <br />Phare would like to see all neighborhoods have full secondary <br />access. He made reference to the Street Layout Plan (SEE VIDEO) as <br />having no access for some of the people from out of the <br />neighborhood. He doesn't want to see a shortcut to the Golf <br />Course. He would like to see alternate access to the neighborhood <br />on a full street, so that if there is something wrong with the <br />roads, people can possibly get out and get on the public arterials. <br /> <br />Franklin: <br /> <br />It was discussed at the Planning <br />Commission. A specific note on the <br />PUD Plan which would reference the <br />possibility of access of some sort <br />to the east, so that when we have <br />the Developer disclose at the Sales <br />Office by showing the PUD Plan, <br />people can identify that if they are <br />considering buying lots at the east <br />end of the project. <br /> <br />12 <br /> <br /> <br />
