Griffiths:

Sheffield:

Based on the disclosures of the
Mayor and Council this evening as to
site visits, contacts, and the
belief that they can decide this in
an impartial fashion, do you have
any objection to participation by
the Mayor or any of the Council
members in the decision that will be
made this evening?

I just have a question about that.
Are you saying that's because this
is a quasi-hearing, or because it's
a subdivision plat, rather than a
PUD?

Griffiths:

It's a subdivision plat approval
that's a quasi-judicial process and
my question is do you object to the
participation of any of the Council
members?

Sheffield:
Griffiths:

Sheffield:

No, we don't.

You began your comments by
addressing the annexation agreement
and certain rights that you believe
have been provided to your property.
It's not your belief, is it, that
the property is exempt from City
subdivision regulations?

No.

Griffiths:

I understand that the plat that has
been provided to the Council, it's
been referred to as a proposed,
revised plat. I would like to make
sure that we're all working off of
the same plat document. I have one
(1) plat that's stamped October 2,
1992. How would we find out what is
exactly the revised proposed plat,
so that we all talk from the same
document?

Franklin:

The plat that we submitted to the
Planning Commission for its review
is a two (2) page document that's
bound with a blue binder. The
proposed plat, which the developer
offered to show how he would agree

14
