TIMES 10/7/92 & 10/14/92) <br /> <br />Griffiths read by title only Ordinance No. 1086, Series 1992, "An <br />ordinance regulating dismantled or inoperative vehicles." <br /> <br />Davidson opened the Public Hearing asking for a staff presentation. <br /> <br />Susan Griffiths, City Attorney, stated that Councilman Sisk had <br />asked a question about whether the right culprit for enforcement <br />was identified in the ordinance. She stated that as a result of <br />that question they went back to the Prosecuting Attorney and asked <br />if he had any suggestions for change. He consulted with Sisk and <br />together they concluded that the amendment that is set forth in the <br />memo dated October 16, 1992 should be proposed. The effect of the <br />amendment is to make the owner or person in control of the <br />inoperative vehicle the responsible party under the ordinance <br />rather than the property owner/tenant. She stated that that was <br />the change that was suggested and it was accepted by Councilman <br />Sisk and by the Prosecuting Attorney.
