take several months and as soon as it's completed, they will
install all fencing as approved by the City of Louisville, sometime
in the spring. Briggs commented that this means not only the
fences, but the landscaping, the sprinkler systems, etc. When this
was presented in the meeting, many people took this as blackmail
(If the residents don't agree to put the plywood fences in, Club
Homes is not going to give the residents fences for months.). The
residents feel the existing PUD that has been agreed to by Club
Homes should be completed. Why should they have to wait so long to
have the issue resolved?

Davidson:

Are masonry fences required?

Paul Wood, Planning Director, stated that they were.

Davidson:

Has the Planning Department or staff
indicated anything towards going
with something other than a masonry
fence? Are they likely to?

Wood:

Only if authorized through a formal
amendment process. What we've
indicated to the applicant was that
we want their technical information
submitted with an amendment to the
PUD process. Based upon their need
to go to an alternate type of fence
and material, that would be
addressed through the PUD. I don't
have any technical expertise to say
"Well, apply what structure would be
suitable." In terms of the
maintenance, I don't have a good
idea, if stucco would hold any
better to concrete masonry than it
would to a wood structure.

Davidson:

For the residents of Clubs Homes,
the City doesn't approve that
without going through the PUD
process, which requires public
input. If City staff wouldn't come
through and make a recommendation
that this change needed to be made,
I doubt, considering the amount of
trouble the City has had with
fences, that we would make any
change at all.

Mayer:

Have any fences been put up there?

Wood:

Yes. A fence permit was issued in

18
