<br />City Council <br />Study Session Summary <br />July 8, 2008 <br />Page 4 of6 <br /> <br />approval to make Hecla a bird sanctuary and they are interested in what is going <br />to be done with the ConocoPhillips property. <br /> <br />Councilor Dalton asked what was involved with making Hecla a bird sanctuary <br />vs. fishing pond. Ember Brignull, Open Space Coordinator, said that the plantings <br />would be different; access would be limited in a bird sanctuary. <br /> <br />Councilor Dalton asked if Hecla could be both - part of it a bird sanctuary and <br />part of it a fish pond. Ms. Brignull said that the current proposal asks to hold <br />water year round and also asks for the ability to create a bird sanctuary and fish <br />pond at the Hecla location. <br /> <br />Councilor Dalton asked what the Council needed to do help the process. City <br />Manager Malcolm Fleming stated that if funding were needed Council would <br />need to approve those funds. <br /> <br />City Manager Fleming asked if the bird sanctuary/fish pond was part of the <br />master plan. Ms. Brignull said that it currently was not part of the master plan but <br />that OSAB will be going over areas and making management recommendations. <br /> <br />Councilor Clabots asked if OSAB had looked into GOCO grants. Ms. Brignull <br />said that they had not at this point but intended to do so once the proposal was <br />approved. <br /> <br />Councilor Sackett asked about weed control such as prickly lettuce. Ms. Brignull <br />said that it takes 5 years for native restoration. Ms. Brignull said that right now is <br />when seed heads are forming, so the decks have been raised on the mowers so <br />as not to cut off the native plant seed heads so that they an propagate. <br /> <br />Mayor Pro Tem Marsella asked priority of Open Space property searches has <br />changed. Mr. Davinroy said they had not changed. <br /> <br />Councilor Bob Muckle asked about the Xcel property for Open Space. Mr. <br />Davinroy said that the OSAB would not want to use funds for purchasing the <br />property, but would prefer Xcel donate the property. Mr. Davinroy said that in its <br />current condition it has limited use for recreation, limited access and parking and <br />no wildlife. Mr. Davinroy said the neighboring HOA was interested in it becoming <br />open space land. <br /> <br />Ms. Brignull stated that the Mayhoffer property was a priority open space <br />purchase for Lafayette, Boulder County and Louisville and would be a <br />collaborative purchase. <br /> <br />Council Muckle asked if Superior would be a part of that purchase. Ms. Brignull <br />said that OSAB had a general meeting about working collaboratively but that a <br />specific discussion about the Mayhoffer property was not a part of the discussion. <br />Ms. Brignull said that Louisville and Superior have not had any collaborative <br />purchases to date. <br />
