<br />City Council <br />Study Session Summary <br />August 12, 2008 <br />Page 3 of 5 <br /> <br />· Sidewalks - Mr. Thompson said that design would include 5 and 8 foot <br />sidewalks. Some would be attached (connected to the curb) and some <br />would be detached. He referred to a memo that was sent previously and <br />included in the packet. The 5 foot sidewalks would be in front of Fordyce <br />and Union Jack. The 8 foot sidewalks would run along Wells Fargo and <br />connect to a pre-existing 8 foot sidewalk; around Burger King. Mr. <br />Thompson said that they are proposing an 8 foot sidewalk bordering the <br />Harney-Lastoka Open Space but have to discuss it with Boulder County <br />Open Space before finalizing the plan. <br />· Bike Lanes - Mr. Thompson said that each there would be a 5 foot bike <br />lane in each direction on Highway 42 and a 5 foot bike lane on west <br />bound South Boulder Road. Mr. Thompson said that in order to add an <br />additional left turn lane and due to the location Union Jack there was not <br />enough space to add a bike lane on the east bound South Boulder Road <br />but felt that with the added sidewalks the bikes would be able to use <br />them. <br />· Traffic - Mr. Thompson said that each leg of the Highway 42/South <br />Boulder Road Project would have two left turn lanes. There would be two <br />through lanes for a 'V4 of a mile on each leg from the intersection. The <br />current right turn lane located by Union Jack would become a through <br />and right turn lane to accommodate a second left turn lane <br />· Right-of-Way Requirements - Mr. Thompson listed the following right-of- <br />ways needed to complete the project. <br />o Harney - Lastoka Open Space <br />City Manager Fleming said that the City has talked to Lafayette about <br />the Harney - Lastoka to get a consensus before going to Boulder <br />County Open Space. He said that Lafayette is interested in having ball <br />fields in there and sharing the parking lots with Louisville, but that the <br />ball fields were not to built in the immediate future. <br />o Union Jack - relocation of the current sign <br />o Louisville Plaza - amend an easement to allow a sidewalk <br />encroachment. <br />· Access Control -- Mr. Thompson outlined the access control as follows: <br />o Harney - Lastoka Open Space - would become a right turn in and <br />right turn out <br />o Union Jacks - right turn in and right turn out <br />o Cannon Circle/Fordyce - will be a left turn in but only a right turn out. <br />Mr. Thompson said that a letter was sent to the business informing <br />them of changes, but at the time the letter went out it had not be <br />determined that the left turn out would be eliminated and the owner <br />did not attend the public hearing. Mr. Thompson said that a letter <br />informing them of the change would be sent. Mayor Sisk suggested <br />that he also send a letter to Peter Stewart, the architect. <br />o Louisville Plaza - will be a left and right turn in but only a right turn <br />out. <br />· Concerns - Mr. Thompson said he two concerns were the right-of-ways <br />and the project costs. Mr. Thompson said that the right-of-ways process <br />would begin in December and be completed by late spring/early summer. <br />Mayor Sisk asked what the estimated cost was.
