EXHIBIT E <br />Ground Disturbance and Reclamation Procedures <br />Due to a variety of concerns (weather, wildlife closures, public safety, etc.), authorization to <br />proceed must be obtained from the County's Primary Contact in writing at least three weeks <br />before beginning reclamation activities and again verbally the day before beginning work. <br />Additionally, so that the work can be inspected, the Primary Contact must be contacted before <br />removal of reclamation equipment to release Grantee from responsibility for further reclamation <br />work. <br />The following procedures are guidelines intended to facilitate the Grantee's understanding of the <br />typical scope and processes for reclamation following Grantee's activities on Boulder County <br />("County") property. Throughout reclamation and post -reclamation processes, the County <br />reserves the right to adjust these procedures to address circumstances associated with a particular <br />site and/or to protect County property. Grantee shall perform all reclamation activities specified <br />on approved work plans and shall also address these items: <br />1. Topsoil Removal, Excavation, and Storage <br />2. Backfilling, Ripping/Relieving Compaction, and Grading <br />3. Topsoil Redistribution, Application of Amendments <br />4. Seedbed Preparation, Seeding, Mulching, and Weed and Erosion Control <br />5. Existing Road Reclamation <br />6. Fencing <br />7. Post -Reclamation <br />Before any construction activities commence, the Easement Parcel shall be delineated with a <br />temporary fence located on the boundary between the Easement Parcel and Boulder County <br />Parks and Open Space land. The fence is to serve as a visual reference and a physical barrier to <br />contain construction activities within the construction area. The fence shall be constructed of 5 <br />1\2' steel posts and 2 -12 t/2 gauge, double strand smooth or barbed wire. Steel posts shall be <br />spaced at no greater than 30 foot intervals and wires shall be fastened to steel posts at 24" and <br />42" above the average ground level. All traffic and construction activity shall be restricted to <br />within the Easement Parcel only. The temporary fence shall remain in place along the boundary <br />line until the project is finished. <br />Site Preparation <br />After the construction area has been delineated and debris has been removed from the <br />construction area, and before Contractor commences digging of the trench for the pipeline, <br />Contractor shall mow any vegetation or crop residue to a maximum height of 4 inches over the <br />area to be disturbed. If the amount of vegetation or crop residue exceeds what can be <br />incorporated into the soil without interfering with the establishment of a proper seedbed when <br />topsoil is redistributed then Contractor shall remove excess residue.
