City Council <br />Meeting Minutes <br />June 6, 2017 <br />Page 10 of 20 <br />DISCUSSION/DIRECTION/ACTION — SOUTH BOULDER ROAD UNDERPASS <br />FEASIBILITY STUDY OPTIONS <br />Director Kowar summanzed general concerns about inadequate walkability and trail <br />connections between areas north of South Boulder Road and those to the south. There <br />have been discussions about the possibility of building an underpass to address these <br />concerns City staff did some preliminary work to outline the options at existing <br />pedestrian crossings and determine if safety and convenience of existing crossings <br />along South Boulder Road could be improved. <br />Director Kowar noted immediate steps to improve safety and connectivity along South <br />Boulder Road could be accomplished by providing Blank Out No Right Turn Signs at <br />Via Appia, Main Street and Centennial Drive for an approximate cost of $40,000. <br />Kowar stated possible options moving forward include: <br />1) Continue to pursue the feasibility study regarding underpass options at the <br />various locations along South Boulder Road This could also be expanded to <br />include overpass options for consideration <br />2) Pursue implementation of the Blank Out No right Tum Signs at Via Appia, Main <br />Street and Centennial in 2017 A portion of the funds for the feasibility study <br />could be used for this purpose and the study deferred for another year or two to <br />determine effectiveness <br />3) Implement #2 and also pursue the feasibility study in 2017 <br />4) Take the staff recommendations and options to the Parks and Public <br />Landscaping Advisory Board for consideration as trail connections are a factor in <br />implementation, or have additional public process on the proposed options under <br />consideration, or both. <br />Councilmember Leh noted the need for connectivity across South Boulder Road. He <br />stated it is still unclear what the best solution is. The additional signs would be one <br />small way to start to address this issue. <br />Councilmember Keany noted the request for the connectivity study came from himself <br />and Councilmember Leh and this initial information shows there are some small <br />changes that might bring immediate benefit without doing a full study Staff suggested <br />including these small changes in the budget amendment and delaying the study a bit to <br />see if these help Councilmember Keany stated he and Councilmember Leh wanted the <br />full Council to consider this option. <br />Councilmember Stolzmann stated her support for both the additional signs and also <br />funding the study <br />Mayor Pro Tem Lipton noted South Boulder Road continues to get busier and we need <br />more thoughtful strategies moving forward.
