City Council <br />Meeting Minutes <br />June 6, 2017 <br />Page 9 of 20 <br />Mayor Pro Tem Lipton stated we don't want to be paid too little or too much but be at <br />the median. There has been no increase since 1999. He stated there are some very <br />capable community members who would run if the salary would cover day care or make <br />up for some lost work time. We want to be at the median regardless of the percent <br />increase at this one time There should be a mechanism moving forward to update the <br />salary to keep it at the median He noted most members work at least 20 hours per <br />week on Council work <br />Councilmember Keany stated he would support a regular review to keep the salaries <br />current. He noted each member has out of pocket costs to be a council member. He <br />supports doubling it at this time. <br />Councilmember Loo reiterated the large number of hours the Councilmembers work It <br />really is in the best interests of the community because at the current rate you can't <br />really be on the Council unless you are retired or wealthy This raise may open up <br />avenues for more diversity on Council. She stated there has been no increase in 18 <br />years so this is not a truly large increase <br />Councilmember Stolzmann agreed with using the median numbers from the survey <br />which would change the numbers slightly from what is in the proposed ordinance <br />Councilmember Leh stated he would rather see a smoothing process and periodic <br />reviews <br />Mayor asked for public comments; seeing none He closed the public hearing <br />Mayor Muckle moved to have staff return with an ordinance to raise the salary over time <br />starting with a doubling; there was no second to the motion <br />Mayor Pro Tem Lipton moved to approve the ordinance as drafted except to change the <br />numbers to use the exact median salary from the survey; Councilmember Stolzmann <br />seconded. <br />Attorney Light noted using the median salary would change the ordinance to $13,320 <br />annually for the Mayor and $11,664 annually for Councilmembers <br />Councilmember Keany asked for staff to bring back another ordinance to include a <br />biannual adjustment to the salaries that would take effect for newly elected members. <br />Members agreed. <br />Vote: Motion passed (summary: Yes = 4, No = 3) Yes: Council Member Stolzmann, <br />Council Member Maloney, Council Member Loo, Mayor Pro Tem Lipton No: Council <br />Member Keany, Mayor Muckle, Council Member Leh. <br />
