Louisville City Council Meeting <br />January 6, 2004 <br />Page 4 of 12 <br /> <br />Patrick Malone, Boulder County Parks and Open Space, thanked Land Management <br />Director Cindy Lair, and the members of the Louisville Citizen's Open Space Advisory <br />Board for their work on the Open Space Master Plan. <br /> <br />Mayor Davidson called for public comment. <br /> <br />Bob Muckle, 1101 Lincoln Avenue, Louisville, CO commented how pleased he was with <br />the Master Plan process, and stated it was a cooperative effort with significant citizen <br />involvement. He thanked Land Management Director Cindy Lair, former Park & <br />Recreation Director Steve Basinger, Recreation & Senior Service Director Keith <br />Williams, and the former members of the Open Space Advisory Board for their work. <br /> <br />Jim Cummings, 795 W. Pinyon Way, Louisville, CO, commended the Open Space <br />Advisory Board for their work. He offered suggestions relative to the wildlife <br />management sections of the Open Space Master Plan, concerning categorization and <br />prairie dog colonies. He suggested prairie dogs be categorized as protected wildlife and <br />addressed two areas in particular, the Davidson Mesa and the Daughenbaugh property. <br />He suggested the section dealing with extermination of prairie dogs be modified to reflect <br />the most humane manner possible. Overall, he felt the plan was very good. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Brown asked about the zoning for the properties. Planning Director <br />Paul Wood explained the zoning in the LMC is not the same as what is outlined in the <br />Open Space Ordinance. He noted most of the open space land is zoned agricultural <br /> <br />Council member Brown asked if there are provisions for updating the Open Space Master <br />Plan as conditions change. Lair estimated the Plan would be reviewed every five years. <br /> <br />Council member Brown addressed the prairie dog issues raised by Jim Cummings. Lair <br />stated that prairie dogs are not the primary focal point for management, however they are <br />existing and not impacting the open space. She noted prairie dogs multiply and if there <br />comes a point when prairie dogs impact grasslands, they will be relocated. <br /> <br />Council Comments: Council member Brown thanked Cindy Laus for her leadership and <br />voiced his support of the Master Plan and stated it is a landmark document. MaYor Pro <br />Tem Sisk, Council member Levihn and Mayor Davidson thanked and congratulated the <br />Open Space Advisory Board for their dedicated work on the Open Space Master Plan. <br /> <br />MOTION: Council member Brown moved that Council approve Resolution No. 2, <br />Series 2004, seconded by Council member Keany.
