Historic Preservation Commission <br />Meeting Minutes <br />May 30, 2017 <br />Page 3 of 8 <br />Commission Questions of Staff: <br />Fahey says is the City interested in the HPC's opinion whether they should be relocated or just <br />stabilized? Can we consider any locations within the historic overlay of the funding area that <br />are not designated on the map? <br />Trice says those questions are acceptable for discussion this evening. The main thing is to <br />come up with a recommendation for location. You can discuss locations other than those <br />suggested. <br />Chuck Thomas says can we discuss City -owned parks, such as Memory Square Park. What <br />are other parks within this district? The Community Park is outside it. There are two or three <br />locations that are potentials. Were they examined by Staff and ruled out? <br />Trice says Memory Square Park is the other large parcel. There is a ditch area off Main Street <br />before Park View that is a City -owned property, but it is quite small. The ditch location has <br />complications. Memory Square Park was not one that the Parks Department expressed interest <br />in for relocation. The other options are to acquire private property which would increase the <br />cost. <br />Ulm asks about relocation to the Museum. <br />Trice says the Museum has other plans and we didn't feel it was appropriate. They are looking <br />to construct a new building. <br />Chuck Thomas says I had a discussion with Bridget Bacon about this, and she said there <br />were not be space for the cabins with the proposed expansion. <br />Trice says it is estimated at $46,000 to move the cabins. Site preparation and design is $67,000 <br />and rehabilitation of the cabins is $98,000. <br />Dickinson says the amount of $35,000 for receiving site design could be split into two different <br />locations and we could be dealing with more expense potentially. I like the idea of having one <br />cabin at Pine and Hwy 42 and another elsewhere. I assume the $35,000 is to move them <br />together. <br />Chuck Thomas says I presume the HPF will be used for this, so City -owned sites are <br />considered. <br />Cyndi Thomas says if there is a programming opportunity, were there discussions with the <br />Museum? <br />Trice says those discussions have not happened yet. At some locations, there was talk about <br />accessibility, particularly at Hwy 42. Would this location be accessible for people? There was <br />talk about using them as storage. <br />Public Comment in Favor: <br />Steve Poppitz, 1036 Walnut Street, Louisville, CO <br />We briefly had a meeting and came up with 7 locations and want to make the point that we are <br />volunteering to do this. We will keep the cost as close to $0 as possible. I have moved 5 <br />buildings and never something this small. I will also volunteer to draw site plans with proposed <br />locations with alternatives per site. I know that Jean Morgan is in favor of John Breaux Park. <br />The City owns the land and there are thousands of people who go to that location many times in <br />the summer. I am in conversation with a man who has a nonprofit that employs children from <br />Votec. We would probably have free labor for most of this. He has done this before and built low <br />income housing in Lafayette. Jean probably has twice the furniture needed to furnish both <br />cabins. The seven locations are: <br />1. Centerfield: My favorite. Centerfield is across the street and owned by the city. Only a <br />few feet away with some restrictions about "any other use" by a previous owner (s). <br />2. John Breaux Park: Great location. We should move John's statue away from the front <br />door. <br />3. Hwy 42 & Pine: Traffic and great visual exposure, but at speed. <br />
