I got $500,000 of grant money from the HPC and treated that <br />money as if it was my own. I watched every penny of it. Yes, we went over a little bit, but not <br />even 10%. A lot of it was my labor and my hard work, and I did it for a purpose. We jacked that <br />entire building up 8", put a foundation underneath it, and put it back down. We put a roof on it, <br />had all architectural, engineering, foundations, and exterior siding replaced in many places, <br />painted the building. The building is 60' at the peak. I'll do this job for the cabins for 1/2 price of <br />the $232,000 and still make money. The interesting thing about this is that DELO testified at a <br />CC meeting that they would preserve these cabins and move them onto their space, and it <br />would not cost anybody any money. I guess nobody was held to those standards. I still have <br />contractors available and they are ready to start work. I think what Poppitz offered that the <br />cabins can "live" temporarily on his lot is a great idea because it is not far. I offered the Grain <br />Elevator space as a temporary space. I am trying to take any objections away. I do believe that <br />this demolition permit is serious. I believe that the DELO people are serious because they say <br />one thing and do another. I want these cabins preserved because there is a lot of history there, <br />not just for my family but for so many families with heirs who still live here. I don't know the <br />answer to your dilemma tonight with the $232,000 p '' -, but I encourage you to recommend to <br />CC that they preserve these cabins. <br />Public Comment Against: None. <br />Discussion by Commission: <br />Koertje says the public testimony rai _ w issues. Is - a June 13 deadline and if there <br />is, does the City have time do an RFP or take bids for movi <br />Trice says there is a June 13 deadline on the demolition perm -re has been some <br />discussion about whether they could come in on June 14 and ge .ermit to demolish the <br />buildings. As far as Staff is concerned, people have said that DELO does not intend to do that. <br />Legally, they are able to do it. This is scheduled to go back to CC on June 6 to make a decision <br />about whether they would like to acquire the cabins and where they will go. As far as timing to <br />get more bids, there may not be enough time. Certainly, that would be part of the process as <br />with any City project. The estimate in the Historic Structure Assessment was not a bid. It was <br />done as part of the assessment. <br />Fahey says is it possible for us to recommend to CC that the cabins be moved by Poppitz and <br />Caranci to Mr. Poppitz' property to make sure they are safe before we put out an RFP to move <br />and stabilize them. <br />Trice says you would need to go through a grant application process. I believe CC is trying to <br />respect the June 13 deadline, come to the owner, and say they've made a decision. <br />Fahey asks Trice if she has a recommendation on how we could be sure the cabins are not <br />demolished on June 14. <br />Trice says the best thing is to make sure CC makes a decision on June 6 and makes it clear to <br />the property owner. <br />Cyndi Thomas say C put a stay on the demolition six months ago. <br />Trice says it is from the date of application, so the stay was put on in February 2017. <br />Koertje asks if Mr. McAlpine still own the cabins. Has he indicated that he will give them to the <br />City? Trice says yes, that is the understanding we are working under. <br />Koertje says the packet makes reference to this, and there is testimony regarding DELO's offer. <br />Trice says DELO's offer, although not formally written down, was to move the cabins to the <br />Nawatny Greenway Park. The original demolition permit was to relocate them which will be a <br />City property. It would require City funding for the site design and rehabilitation. DELO was <br />offering to pay for the actual move. <br />Haley asks if the cabins can withstand two moves structurally. <br />
