Louisville City Council Meeting <br />January 20, 2004 <br />Page 7 of 11 <br /> <br />Mayor Sisk asked for the number of acres dedicated for the "town center." Williams <br />stated the parcel is approximately 80 acres, and noted Coal Creek runs through the <br />property. He stated the maximum acreage for commercial development would be <br />approximately 34 acres. <br /> <br />Mayor Sisk stated his understanding the housing units would be multi-family, such as <br />condominiums. He asked City Attorney Light what was required for the Town of <br />Superior to go forward. City Attorney Light stated the Council could not take any action <br />at this time. He explained public notice must be given prior to amending the document. <br />He stated his understanding the agreement would have no single-family residential units. <br /> <br />Mayor Sisk asked if the "town center" would be on the 34-acres. Williams responded yes. <br /> <br />Council member Keany voiced his concern to the amendment, with respect to retail sales <br />tax. Williams stated it is not Superior's intention to minimize the retail development, but <br />to allow a mixed-use and address some affordable, low income housing issues. <br /> <br />Council member Keany voiced his concern with the addition of multi-family units. <br />Williams stated it is Superior's intent to maximize a 34-acre parcel with a mixed-use. <br /> <br />Council member Marsella asked Williams to define affordable housing, and affordable to <br />whom. Williams stated the Town of Superior and developers have discussed affordable <br />housing with avenues for credits and for other types of income. He noted the Town <br />would ask for different type of homes, in different categories. <br /> <br />Council discussion: Mayor Sisk suggested City Attorney Sam Light and Town Attorney <br />Kathleen Haddock review and write the amendment. Mayor Pro Tem Keany asked about <br />a timeframe. City Attorney Light stated the hearing would have to be advertised and <br />could not be conducted until the second meeting in February. Mayor Sisk suggested the <br />Council address this issue again after the public hearing has been advertised, and asked it <br />be continued to the February 17th regular meeting. There was Council consensus. <br /> <br />PROPOSAL FOR CITYWIDE COMPREHENSIVE PLAN <br /> <br />Mayor Sisk reported on recent issues, which have prompted discussions relative to the <br />South Sub-Area. He referred to the StorageTek request and the Louisville Citizen's <br />Initiative Comprehensive Plan on the South Sub Area, which will be reviewed by the <br />Planning Commission in February. He explained the comp plan was last updated in <br />1998. He proposed the City of Louisville initiate a review and update of its City-wide <br />Comprehensive Plan. He requested the City Council authorize the Staff to prepare a plan <br />of action for implementing an update, with a proposed time frame for consideration at the <br />February 3, 2004 meeting. The Staff should also present a proposed budget, including <br />use of outside resources to facilitate discussions and assist with the plan. <br /> <br />COUNCIL COMMENTS <br /> <br />7 <br /> <br /> <br />
