Louisville City Council Meeting <br />January 20, 2004 <br />Page 8 of 11 <br /> <br />Council discussion: Mayor Pro Tem Keany noted many of the applicants for the Planning <br />Commission addressed the comprehensive plan issue. He voiced his support of the <br />proposal. There was Council consensus. <br /> <br />Mayor Sisk instructed Staff to prepare a plan of action including a time line and budget <br />for reviewing and implementing a new City-wide Comprehensive Plan for Council <br />consideration at the February 3, 2004 regular meeting. He requested comments from the <br />City Manager and the Planning Director. <br /> <br />Planning Director Paul Wood stated Staffwould prepare a timeline and a budget in <br />accordance with Council's direction. City Manager Bill Simmons concurred with <br />Planning Director Wood's comment. He noted it could take up to one year to complete a <br />citywide comprehensive plan. <br /> <br />ORDINANCE NO. 1438, SERIES 2004 - AN ORDINANCE APPROVING <br />TRANSFER OF COLORADO BIG-THOMPSON TEMPORARY USE PERMIT - <br />2nd reading- public hearing (advertised Daily Camera 1/10/04) <br /> <br />Mayor Sisk called for City Attorney introduction. <br /> <br />City Attorney Sam Light read Ordinance No. 1438, Series 2004. <br /> <br />Mayor Sisk called for Staff presentation. <br /> <br />Public Works Director Tom Phare explained pursuant to CRS 37-45-131, Ordinance No. <br />1438, Series 2004, takes temporary use permits to annual renewable perpetual water <br />contracts. He stated this procedure was set by the NCWCD Board of Directors to <br />consolidate units of CBT. He reported the City has accumulated 680 additional units, <br />since the last ordinance was adopted. Ordinance No. 1438, Series 2004 provides for the <br />Mayor and City Clerk to file an application to NCWCD for 680 units of CBT water to be <br />taken from temporary use contracts to annual renewable perpetual water contracts. <br /> <br />Mayor Sisk opened the public hearing and asked if anyone in the audience wished to <br />speak for or against Ordinance No. 1438, Series 2004, and hearing none, closed the <br />public hearing. <br /> <br />MOTION: Council member Keany moved that Council approve Ordinance No. 1438, <br />Series 2004, seconded by Council member Van Pelt. Roll call vote was taken. The <br />motion passed by a vote of 6-0.
