Louisville City Council Meeting <br />February 17, 2004 <br />Page 7 of 11 <br /> <br />Van Pelt voiced her concern relative to the frequency of police response to incidents at <br />skate parks. Design Concepts Consultant Rob Layton reported the Greenwood Village <br />police department is located adjacent to their skate park, and when asked about the <br />number of incidents at the skate park, have reported none. He noted many police <br />departments are proponents of skate parks, where skaters can practice their sport safely <br />and legally. <br /> <br />Council member Brown stated there is a history at the Boulder skate park where there is <br />leadership amongst the users, which promotes self-policing. He noted the Recreation <br />Center will also be scheduling and providing educational opportunities for sport <br />enthusiasts. <br /> <br />Mayor Sisk asked the consultant to address the parking. Layton stated in the design of <br />other parks there has not been any addition of parking, however in Louisville, the parking <br />would also accommodate the arboretum, the inline skating rink and the tennis courts. <br /> <br />Mayor Sisk asked if the entire road would be marked no parking. Wood stated the <br />roadway would be 24' wide, and provide room for queuing up for the turning lanes. <br /> <br />Mayor Sisk asked Staff to further investigate the parking issues. <br /> <br />MOTION: Council member Keany moved that Council approve Resolution No. 10, <br />Series 2004, seconded by Council member Van Pelt. All in favor. <br /> <br />City Manager Bill Simmons asked Recreation and Senior Services Director to review the <br />schedule for the skate park. Planning Director Keith Williams stated Staff would begin <br />work immediately. The review process will begin in 30 days, followed by the bid <br />qualification process, and construction in the late spring. <br /> <br />DISCUSSION/DIRECTION - REQUEST FROM TOWN OF SUPERIOR TO <br />AMEND US 36 INTERGOVERNMENTAL AGREEMENT (IGA) - public hearing <br />(advertised Daily Camera 2/1/04) <br /> <br />Mayor Sisk called for Staff presentation. <br /> <br />City Manager Bill Simmons explained the amendment of the IGA was advertised as a <br />comprehensive plan amendment and a public hearing. Council discussed the US 36 IGA <br />amendment at their January 20, 2004 meeting and at the February 10, 2004 study session. <br />Louisville and Superior Staff members discussed possible alternative language that <br />quantified the minimum retail requirements. Thirteen acres is being set aside for <br />residential and senior housing. It is Staff's understanding that residential will be a <br />permitted use in the 34-acre area as long the residential is over retail. Superior has <br />expressed their wishes that the overall development of the property shall be primarily <br />retail/commercial and it is the intent not to convert the development of the property from <br />retail/commercial to residential.
