With regard to the proposed amendment, single family residential <br />would not be permitted on any part of the parcel. Staff is requesting Council direction on <br />whether the amendment should be made to the IGA or whether there should be a <br />quantification of the retail acres. <br /> <br />Mayor Sisk opened the public hearing. <br /> <br />Dave Nosier, 604 Mead Court, Louisville, CO addressed the issue of the commercial <br />development of the Superior Marketplace. He explained a citizen committee was formed <br />to incorporate a town center on that property. The citizen's plan was rejected. He <br />suggested if Louisville agreed to amend the IGA, the revenue derived should be split <br />equally between the City of Louisville and the Town of Superior. <br /> <br />Superior Town Manager Bruce Williams, 124 E. Coal Creek Drive, Superior, CO, <br />referred to the 13-acres and explained that 8-acres is for a retirement community and five <br />acres will be reserved by Mr. Menkick for commercial development at a later time. <br /> <br />Council member Van Pelt voiced her confusion with the process and asked why a <br />continuance was being requested. City Manager Bill Simmons explained the amendment <br />of the IGA was advertised as a comprehensive plan amendment and a public hearing. <br />Since no amendment has been prepared, this item must be continued or advertised again. <br />He requested direction from Council as to whether a minimum square footage might be a <br />requirement of the IGA amendment. <br /> <br />COUNCIL COMMENT <br /> <br />Council Discussion: Council member Brown suggested a sub-committee of the City <br />should meet with the Town of Superior. Mayor Pro Tem Keany voiced his concern with <br />residential component and the potential reduction of sales tax. He suggested a minimum <br />retail square footage of 100,000 square feet. Council member Van Pelt concurred and <br />voiced her belief there should be an agreement on the minimum square footage of a least <br />250,000 square feet. Council member Clabots concurred. Mayor Sisk agreed and <br />suggested Council give direction to the City Staff and stressed the importance of giving <br />the Town of Superior some latitude. He asked City Manager Simmons to address the <br />square footage. <br /> <br />City Manager Bill Simmons explained at a rate of $182.00 a square foot, Louisville share <br />of the sales tax revenue would be approximately $300,000 to $400,000 per year. <br /> <br />Mayor Sisk noted his request that paragraph 14 of the IGA be deleted. He asked Council <br />for discussion. Council Discussion: Council member Van Pelt stated her belief a <br />minimum, square footage should be set and asked for a comparison on other retail <br />developments. Mayor Sisk requested more data. Council member Brown stated the data <br />would be useful to have prior to the March 1 meeting with the Town of Superior. <br /> <br /> <br />
