City Council <br />Study Session Summary <br />April 11, 2017 <br />Page 2of4 <br />She had a security assessment performed at the building. She will be working <br />with Clerk Meredyth Muth and following up on that to make sure our court is safe. <br />She is looking at a court satisfaction survey. Fine schedule is available in the <br />court. She would like Council to look at the municipal code and make sure fines <br />are in line. Maloney appreciates her judicial philosophy. He asked about opioid <br />use in our area. She has not seen too much of it in our area. Council member <br />Stolzmann asked about jail time for municipal offenses. She said council could <br />consider a maximum 180 days or 364 day sentence. <br />The Mayor and Council thanked Judge Wheeler. <br />Discussion — Solid Waste Services <br />Public Works Director Kurt Kowar presented options for Council to consider <br />regarding future solid waste services.. This is a preliminary presentation and will <br />be followed by discussions with the Sustainability Board and public. <br />The Mayor said what he hopes to accomplish tonight is to come away up to <br />speed on options for our next contract in 2019 and be familiar with those options. <br />The intent is also to come back at Council on May 2nd and get direction on the <br />upcoming RFP which must be ready to go out in 2018. Kowar said they can <br />come back in a year and update the discussion. <br />Kowar reviewed slides in the packet and the contract timeline. He plans to use <br />the same criteria that were used in 2014 (slide in packet.) Emerald Ash Borer <br />(EAB) is an issue and Western has a compost area in the quarantine area. <br />Pricing is weighted heavily and then schedule. <br />Kowar is seeking Council comments on weighted criteria. Council member <br />Stolzmann said Council needs to be prepared to have discussion on the day of <br />the week for pickup issue. Everybody needs to bid for the same services. Council <br />member Loo said she heard people liked Western because they are local <br />whereas Republic would have to travel and that does not address environmental <br />concerns. <br />Council member Stolzmann wants to simplify the bill and pay options through <br />trash pricing. There was discussion about sustainability and promotion of <br />composting and recycling. Bin sizing and pricing was discussed. <br />Other considerations that will be included in RFP: <br />• Free large item pick up <br />• EAB quarantine <br />• Street Faire Free bin and pickup <br />• Customer service <br />
