Louisville City Council Meeting <br />April 6, 2004 <br />Page 5 of 10 <br /> <br />David Woolford, Carter Burgess, 707 17th Street, Denver, CO, presented the findings and <br />recommendations of the study. He noted the Via Appia Corridor Study looked at the <br />intersections of Via Appia and McCaslin, Pine and Tyler, and Lafayette and Via Appia. <br />He addressed enhanced pedestrian crosswalks, in lieu of expensive underpasses, bridges <br />and traffic lights. He reviewed the alternatives, which included the installation of a signal <br />at Pine Street, a flashing pedestrian crossing at the Recreation Center, and an enhanced <br />pedestrian crossing at the intersection near Lake Park. <br /> <br />PUBLIC COMMENT <br /> <br />Michael Gheleta, 995 Estes Way, Louisville, CO thanked Council for commissioning the <br />Via Appia Corridor Traffic Study. He voiced his concern over the number of accidents <br />that occurred on Via Appia in the last calendar year. He recommended a signal light in <br />front of the Recreation Center. He urged Council to prioritize and fund the recommended <br />traffic alternatives. <br /> <br />Eva Kosinski, 1301 Jackson Court, Louisville, CO, commented she was in favor of the <br />recommended alternatives, but voiced concern over the pedestrian crossing at Lake Park. <br /> <br />Valerie Sundby, 195 W. Elm Street, Louisville, CO, thanked Council for the traffic study. <br />She suggested reducing the vegetation in the medians to increase the vision-clearance. <br /> <br />COUNCIL COMMENT <br /> <br />Council had several questions relative to the study including: sunlight affecting drivers' <br />sight of vision; rumble bars; additional signage in the crosswalks; and flashing speed <br />limit signs. Council member Van Pelt thanked Woolford for his work on the study and <br />addressed the recommended traffic light on Pine Street and the preferred location of the <br />pedestrian crossing at the Recreation Center. Mayor Sisk voiced his concern relative to <br />the pedestrian crossings and suggested the City conduct a community meeting to get <br />citizen input. Council member Keany voiced his concern that a flashing pedestrian <br />crosswalk might present a false sense of security. Council member Marsella voiced her <br />opinion that the traffic light would be better served at the intersection of Tyler and Pine. <br /> <br />PUBLIC COMMENT <br /> <br />Ray Sunby, 195 W. Elm Street, Louisville, CO, voiced his opposition to any ribs or speed <br />bumps. He favored a push button pedestrian crosswalk at a stoplight. He was opposed to <br />a reduction in the speed limit along Via Appia. <br /> <br />COUNCIL COMMENT <br /> <br />Mayor Sisk suggested a community meeting be scheduled and advertised. Council <br />member Van Pelt encouraged Council to proceed with the process and asked Mr. <br />Woolford to be present at the community meeting.
