Louisville City Council Meeting <br />April 6, 2004 <br />Page 6 of 10 <br /> <br />Council member Keany suggested proceeding with the traffic signal, and conducting a <br />community meeting on the crosswalks. There was Council consensus to proceed with a <br />community meeting and the traffic signal. <br /> <br />CONSIDERATION OF ORDINANCE NO. 1443, SERIES 2004 - AN <br />ORDINANCE CONCERNING CRITERIA AND PROCEDURES FOR THE <br />DISCONNECTION OF TERRITORY FROM THE CITY OF LOUISVILLE - 2nd <br />reading - public hearing (advertised Daily Camera 3/20/04) <br /> <br />Mayor Sisk called for City Attorney introduction. <br /> <br />City Attorney Sam Light read Ordinance No. 1443, Series 2004, and noted there are <br />second reading amendments. <br /> <br />Mayor Sisk called for Staff presentation. <br /> <br />City Manager Bill Simmons reported that Staff believes as a result of the City's home <br />rule status, confusion may exist in the application of various State Statutes pertaining to <br />the disconnection (or d-annexation) of territory from the City. A void may exist in the <br />procedure for disconnection from a home rule municipality such as Louisville. <br />Ordinance No. 1443, Series 2004 is proposed to bolster the City's application procedures <br />for disconnection. The ordinance expressly confirms the available methods of <br />disconnection and set procedures and criteria for disconnection requests. <br /> <br />Mayor Sisk opened the public hearing and asked if anyone in the audience wished to <br />speak for or against Ordinance No. 1443, Series 2004. There were no comments. <br /> <br />MOTION: Council member Clabots moved that Council approve Ordinance No. 1443, <br />Series 2004, seconded by Council member Levihn. All in favor. <br /> <br />DISCUSSION/DIRECTION - UPDATE: 2004 RAW WATER SUPPLY <br /> <br />Mayor Sisk called for Staff presentation. <br /> <br />Public Works Director Tom Phare updated Council on the City's raw water supply. <br />reviewed the supply and demand projections for the next 24-months and gave <br />background information on the assumptions made for the conservative nature of the <br />projections. The assumptions for April 2004 water projections are as follows: <br /> · (2004) average demand = 4866 AF, total direct diversions = 2490 AF <br /> · (2005) demand = 5000 AF, total direct diversion = 2490 AF <br /> <br />He <br /> <br />Phare addressed several assumptions, including the Golf Course demands, which will be <br />met by the Reuse System or untransferred direct flows, and thus, will not be a part of the <br />Municipal Raw Water Treatment Plant. He reported the Reuse System is within 1,000 <br />yards of the Water Treatment Plant. He reviewed the projected stream flow from South <br /> <br /> <br />
