Edge Issues <br />While some communities are leaking or imporl:ing shoppers to/from neighboring communities within <br />Boulder County, others are experiencing revenue losses, and gains, from towns and cities across county <br />lines. At every city or town border there is an edge, where there is potential to gain or lose business and <br />subsequently revenues. Edge issues within the county can be dealt with to some degree through a <br />countywide revenue stability project; edge issues across county lines cannot be directly addressed <br />through a revenue sharing agreement. HowevE~r, revenue sharing within county boundaries may bring <br />some stability to address the revenue issues associated with inter-county edge competition. Knowing <br />what to expect within the localized region may allow for some protection against fluctuations <br />experienced across county lines. <br />
