Louisville City Council Meeting
May 4, 2004

Mayor Sisk requested a Staff presentation.

Finance Director Patty Leslie stated the 2004 budget appropriated a five-year computer
hardware and software replacement cycle of 108 existing computers throughout the city.
Additionally, 10 new computers will be purchased for the Police Department and 2 new
computers for the Court, for a total of 120 computers. She reviewed the breakdown for
major departments for hardware and software and noted the total expected replacement
cost for 120 computers is $176,947, approximately $12,000 less than the amount
appropriated. Leslie reviewed the justification for the sole source purchase as follows:
· The City currently has 30 Dell computers in house, and there will be support staff
cost savings due to servicing the same hardware components on all the City
computers. The IT Staff is pleased with the performance of the Dell personal
computers and the nine Dell servers that the City users. The IT Staff has over 6-
years working experience with Dell components.
· Parts are interchangeable when you have the same hardware on each computer.
· It is beneficial to receive support from only one vendor. In addition Dell offers
24/7 support, which is necessary for ongoing operations in the Police Department
and Public Works.
· One image can be used to install the Operating System and Software for all
computers, this saves time when installing the initial software and future
upgrades.
· Dell has an excellent reputation for support and is a stable growing company.
· Dell's built-to-order production allows them to provide the City with 120
computers with a 30-40 day turnaround time.
· Dell offers government pricing under the Western States Contracting Alliance
(WSCA) master contract for personal computers, service and peripherals.

PUBLIC COMMENT

Ronda Grassi, Cadco Inc., 916 Main Street, Louisville, CO, addressed the single bid
process. She stated she has been in the computer business for 17 years, and has
maintained her Main Street Louisville business for 8 years. She noted the City of
Louisville joined with the Louisville Chamber of Commerce to support Louisville
businesses and companies. She expressed her desire to be given the opportunity to bid on
the City's new and replacement computers.

COUNCIL QUESTION

Council member Brown stated he did not want to micro-manage Staff, but voiced his
opinion that Ms. Grassi be given an oppommity to bid on the City's new and replacement
computers. Council member Van Pelt asked about the integration of the City's servers
and non-Dell Computers. Finance Director Leslie stated the IT Staff requested Dell
Computers to fully integrate the City's Dell servers and network system. Grassi stated all
the City's computers utilize the Microsoft system and other vendors' computers would
integrate with the Dell servers and network system.

3
