City Council <br />Meeting Minutes <br />January 8, 2008 <br />Page 3 of 5 <br />Becky Hogan, EDge Consulting <br />Becky Hogan, EDge Consultiing, 56 Steele Street, Denver, CO updated Council <br />on the December Economic Development in Louisville. She reported on the <br />2008 Shop Louisville Campaiign and on businesses who wish to redevelop their <br />properties. She stated Senor T's, a family restaurant located in downtown <br />Louisville, is being featured this month. <br />PUBLIC COMMENT <br />Elizabeth Otto, 538 W. Sycarnore Circle, Louisville, CO voiced her interest in the <br />Shop Louisville Campaign, and the gift card component. She asked if the gift <br />card proposal was sent out to bid. Ms. Hogan explained the gift card is just one <br />component of the Shop Louisville Campaign however it has not been introduced <br />because of the cost of the program. Councilor Yarnell explained there were <br />several proposals, but because of the cost, the project was put on hold. <br />COUNCIL COMMENT <br />Mayor Sisk spoke with the ov/ner of Vic's, who reported his business is quite <br />good and improved even more since the Waterloo Ice House opened next door. <br />DISCUSSION/DIRECTION/ACTION -DISTRIBUTION OF OPEN <br />GOVERNMENT PAMPFILET TO BOARD & COMMISSION MEMBERS <br />City Manager Fleming reported on the distribution of Louisville's Open <br />Government Pamphlet. The provision for an Open Government and Ethics <br />Pamphlet was added to the C:ity's charter with the passage of Ballot Issue 200 in <br />2004. Section 4-16 of the Home Rule Charter specifies the City shall publish and <br />update a pamphlet of Article 4 and 5 and other laws pertaining to citizen <br />participation in municipal government. Pamphlets will be given to each public <br />body member of the City's fifteen advisory boards and commissions, at the first <br />meeting of the calendar year. Copies of the pamphlets are available at City Hall, <br />the Library, the Recreation Center and the Police Station. The pamphlet <br />encourages the public to be iinvolved in matters coming before the City. <br />PUBLIC COMMENT <br />John Leary, 1116 LaFarge Avenue, Louisville, CO stated the pamphlet was very <br />well written. He offered suggE;stions for additions to the pamphlet, which included <br />adding the rules prohibiting diiscussion on items not on the agenda; clarifying <br />whether the public may participate at Study Sessions; expanding the conflict of <br />interest issues in employment and citizen participation in government through the <br />initiative petition process. He stressed the importance of citing the version and <br />year of each revision to the Open Government Pamphlet. <br />
