City Council <br />Meeting Minutes <br />April 1, 2008 <br />Page 3 of 12 <br />had been early on, it would be possible to still stay within the budget and at least <br />save the facade. <br />Superintendent Chris King, Board President Helayne Jones and Board Member <br />Patti Smith all emphasized that the process was open, transparent, community <br />driven and that through that K>rocess it was made clear that historic preservation <br />was not as high a priority as school function, budget and timeline. Superintendent <br />King explained that BVSD dici look at historic preservation but it was impossible <br />to preserve the facade and si:ill stay within the constraints on the site, the budget, <br />the time frame and still achieve the required building functionality. <br />City Manager Fleming noted that people have asserted that the School Board <br />has not "owned" the decision because the Board never formally had the matter <br />on its agenda and the Board deferred to the Design Advisory Team (DAT). With <br />this in mind he suggested that perhaps a joint meeting between the Board and <br />the City Council would provide an opportunity for (1) the Board to clarify the <br />process, (2) people advocating for preserving the facade as well as those who <br />believe other matters should take precedence to formally address the Board, (3) <br />the Board to either formally ratify the DAT's decision or at least clarify why they <br />support both the process and the DAT decision, and (4) give the Council a <br />chance to directly address the Board on the matter. <br />BVSD representatives initiall}r expressed concern about a joint meeting being <br />seen as negating the community driven process they used and forcing a <br />confrontational divide. However, after further discussion they were willing to at <br />least consider the possibility of scheduling a joint meeting. Attendees concluded <br />the meeting by agreeing that the Superintendent and City Manager would review <br />with their respective governing bodies the potential value of a joint meeting and if <br />there was sufficient support to hold one, to identify a date sometime in April and <br />work on an agenda for consicleration. <br />Councilor Muckle voiced his disagreement with the school board's assertions. <br />He suggested any continued dialogue with the school district would be useful. <br />Mayor Pro Tem Marsella stated a public meeting would be an opportunity for the <br />school board to listen to Louisville residents and to explain how they arrived at <br />their decision. She was doubtful the school district would change their decision. <br />City Manager Fleming reportE;d there will be new golf carts delivered to the Coal <br />Creek Golf Course and the pond renovation will begin next week and be <br />completed by April 28tH <br />(REGULAR BUSINESS <br />
