City Council <br />Meeting Minutes <br />April 1, 2008 <br />Page 9 of 12 <br />COUNCIL COMMENT <br />Councilor Dalton asked why administrative approval for the 4,000 SF restaurant <br />expansion was not granted by the Planning Commission. Planning Director <br />Wood stated their concern centered on the parking for the restaurant use. <br />Councilor Muckle asked what, the administrative review approval would entail. <br />Planning Director Wood stated it would be a review of the parking. Councilor <br />Muckle said he thought administrative review would be sufficient and <br />recommended incorporating that condition in the approval. <br />Councilor Dalton asked if the expansion request was beyond the scope of the <br />administrative approval, the application would be reviewed by the Planning <br />Commission. Planning Director Wood responded yes. Councilor Dalton <br />concurred that the Planning Commission review at that stage was unnecessary <br />and administrative review woi.ald work just fine. <br />City Attorney Light reviewed the revisions to Resolution No. 14. Rewrite of <br />Condition #1: "Wall signage :>hall be limited to the entitlement under the current <br />PUD, except that the size of riot more than one wall size, per building, may be <br />increased to a maximum of 30 SF"; Sheet A03 be revised accordingly; and <br />Council authorization for expansion up to 4,000 SF upon administrative approval. <br />MOTION: Mayor Pro Tem Marsella moved to approve Resolution No. 14, Series <br />2008, with the following amendments: the additional language concerning wall <br />signage, revisions to Sheet A08 and expansion up to 4,000 SF upon <br />administrative approval, seconded by Councilor Muckle. All in favor. <br />DISCUSSION/DIRECTION -RESOURCE CONSERVATION GOAL STATUS <br />REPORT <br />City Manager Fleming explained Resource Conservation was included among <br />his Goals for 2007 and 2008. He reviewed a report prepared to summarize <br />actions to minimize resource use, promote energy efficiency, make use of <br />renewable energy and reducE; greenhouse gas emissions. The report covered 1) <br />Actions the City has implemented, 2) What is planned and the expectations for <br />accomplishment with our existing budget and staffing and 3) Actions the City <br />could implement with additional resources. <br />The City has already accomplished the following: Recycles gray water; uses <br />compact florescent lighting; low-flow fixtures in the restrooms at City Hall and the <br />Library; has a water use rate :system in place to encourage low outdoor water <br />irrigation; zero-waste management; yard waste drop-off; tree chipping and <br />mulching. The City currently Ihas showering facilities for walking and biking <br />employees at City Hall, the Police Department and the Recreation & Senior <br />
