City Council <br />Meeting Minutes <br />June 17, 2008 <br />Page 10 of 14 <br />City Attorney Shea read Ordinance No. 1537, Series 2008. <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br />Planning Director Wood requested the four emails received relative to Ordinance <br />No. 1537, Series 2008 be made a part of the record. <br />MOTION: Mayor Sisk moved the four emails be made part of the record, <br />seconded by Mayor Pro Tem Marsellla. All in favor. Absent: Councilor Dalton. <br />Planning Director Wood explained the City Council initiated discussions relative <br />to the storage and parking of recreational vehicles and trailers on private <br />residential properties. Two study sessions were conducted relative to the subject <br />in 2007, which lead to the repeal of provisions pertaining to the storage and <br />parking of trailers on private residential lots. In March of 2007, the City Council <br />expressed their desire for a new ordinance to address the extent to which private <br />property owners would be able to park and store detached trailers, campers, and <br />boats on private residential lots. <br />The Departments of Planning and Public Safety conducted public meetings and <br />worked with the City Attorney's Office to draft amendments to the Louisville <br />Municipal Code (LMC). The amendments would establish clear and enforceable <br />standards to address the parking of motor vehicles, as well as the parking and <br />storing of recreational vehicles and 1:railers on private property. Ordinance No. <br />1537, Series 2008 was structured toy incorporate the following principal elements: <br />1. Sec. 17.20.160. Motor vehicle parking limitations -limits the number of motor <br />vehicles, which can be parked on a private residential lot in areas other than a <br />paved driveway, a garage, or enclosed structure <br />2. Sec 17.20.165. Parking of recreational vehicles and trailers - A maximum <br />combined total of two (2) recreational vehicles may be parked or stored on a <br />residential lot outside of a fully enclosed structure. No more than one (1) <br />recreational vehicle or trailer may bE; parked or stored in the front yard setback. <br />3. Section 10.20.050. Prohibited Uses - restates a prohibition against living or <br />sleeping in a recreational vehicle within a public right-of-way. An exception is <br />provided which would allow such activity up to a maximum of fourteen (14) nights <br />within any six (6) month period, with the consent of the residence in which the <br />unit is parked. <br />4. Sec. 10.20.080 Temporary Uses - includes a section which defines the <br />placement of dumpsters, portable storage containers, and roll-offs on private <br />residential lots. The duration is not 'to exceed thirty (30) days in any 12-month <br />period. <br />
