City Council <br />Meeting Minutes <br />June 17, 2008 <br />Page 11 of 14 <br />Public workshops were held in May of 2007 and March of 2008 for the purpose of <br />presenting draft versions of the ordinance. The Planning Commission conducted <br />two public hearings on the draft ordinance. Input received during the public <br />involvement process did account for specific revisions to the draft ordinance. <br />The Planning Commission forwarded a recommendation of approval without <br />condition. <br />PUBLIC COMMENT <br />Howard Pollock, 834 Lincoln AvenuE:, Louisville, CO suggested the Council <br />consider a grandfather clause as his; RV would be in violation of the ordinance. <br />Randy Luallin, 301 East Street, Louisville, CO thanked Council for recognizing <br />Glen Turner for his accomplishments. Mr. Luallin stated he is a 20-year resident, <br />who gets along with his neighbors. He stated an ordinance should not be passed <br />to resolve neighborhood disputes. He stated it is an issue of private property <br />owner rights. He suggested using mediation to resolve neighborhood disputes. <br />Ian Karpel, 928 LaFarge Avenue, Louisville, CO voiced his support of the <br />ordinance. He stated it is a compromise and not everyone will be happy, but the <br />ordinance provided reasonable boundaries. He did not agree a mediation <br />process would settle such neighborhood disputes. <br />Mary Ann Pollock, 834 Lincoln Avenue, Louisville, CO explained they own a <br />camper and a pickup truck. She asked if the camper is on the pickup truck, <br />would it be a recreational vehicle. Planning Director Wood stated the truck is a <br />motor vehicle, and the camper is a recreational vehicle, but together they would <br />be a recreational vehicle. <br />Mark Santi, 1241 Jefferson Avenue, Louisville, CO stated he has lived in his <br />home for over 50 years. He has three small trailers on his property and if the <br />ordinance passed, he could not store his trailers on his property. He noted he <br />has not received any complaints from his neighbors. <br />Dick Markham, 1315 Franklin Avenue, Louisville, CO has five vehicles. He <br />stated if the ordinance passes, he would have to park two of his vehicles in front <br />of his neighbors' homes. He stated his vehicles are off the street and on paved <br />driveways or in garages. Planning Director Wood explained the ordinance does <br />not regulate the number of garages or driveways. <br />Teresa Peck, 1316 Franklin Avenue, Louisville, CO stated she is Dick Markham's <br />neighbor and has never had a problem with his vehicles, nor does the <br />neighborhood complain about his vehicles. She noted the police department <br />reported only a few complaints over the past five years. She supported a <br />
