City Council <br />Meeting Minutes <br />July 15, 2008 <br />Page 5 of 8 <br />Mayor Sisk requested public comments. There were no comments. <br />COUNCIL COMMENT <br />Councilor Muckle asked for clarification on the current process for demolition. <br />Public Relations Manager Muth explained the current process provides the <br />demolition process must be initiated within the 180 days period. <br />Mayor Pro Tem Marsella stated she was confused by the term "Commission", <br />which refers to the Historic Preserv<~tion Commission rather than the Planning <br />Commission. Public Relations Manager Muth explained that proposed <br />amendments are to the section of the Municipal Code that covers Historic <br />Preservation and in that section the term "Commission" is defined to mean the <br />Historic Preservation Commission. <br />City Attorney Light noted errors on the ordinance with respect to the section <br />numbers. He explained in subsection 15.36.200 the letter should be "D" and not <br />"C'. There were a total of five citing:> of subsection "C", instead of subsection "D", <br />He asked Council's motion include .an amendment of the subsection. He noted <br />revisions to the ordinance provide that no party participating in discussion is <br />bound by the elements of discussion. <br />Mayor Sisk noted the Main Street properties prompted the ordinance. Public <br />Relations Manager Muth confirmed the owners of two properties, 820-844 Main <br />Street and 916 Main Street, were interested in having a conversation with the <br />Historic Preservation Commission without filing for a demolition permit. <br />Mayor Sisk requested public comment and hearing none, closed the public <br />hearing. <br />MOTION: Councilor Hank Dalton moved to approve Ordinance No. 1538, Series <br />2008, with the revisions noted by the City Attorney, changing the five subsection <br />lettering from "C" to "D". Councilor Muckle seconded the motion. Roll call vote <br />was taken. The motion carried by a vote of 7-0. <br />RESOLUTION No. 31, SERIES 2008 - A RESOLUTION CALLING FOR A <br />SPECIAL ELECTION FOR NOVEMBER 4, 2008, TO BE CONDUCTED AS A <br />COORDINATED ELECTION, FOR THE PURPOSE OF SUBMITTING A TABOR <br />BALLOT ISSUE TO THE REGISTERED ELECTORS OF THE CITY <br />City Manager Fleming explained RE;solution No. 30, Series 2008 authorizes the <br />City to hold a special election on November 4, 2008. The City Clerk must give <br />the Boulder County Clerk notice of 11he City's intent to participate in the 2008 <br />coordinated election by July 25, 2008. The purpose of the election would be to <br />impose a 1 /8 of 1 % (0.125%) sales tax to provide revenue for historic <br />
