City Council <br />Meeting Minutes <br />July 15, 2008 <br />Page 7 of 8 <br />Mayor Sisk asked for the City's funding source for this project. Public Works <br />Phare reported the funding would come from the Dillon Road Project Fund. <br />MOTION: Councilor Frost Yarnell moved to approve Resolution No. 32, Series <br />2008, seconded by Councilor Mucklle. Roll call vote was taken. The motion <br />carried by a vote of 7-0. <br />DISCUSSION/DIRECTION/AC'TION -1930 WATER PLANT PROJECT <br />Mayor Sisk requested a Staff preseintation. <br />Public Works Director Phare explained the 1930 North Water Treatment Plant <br />and clearwell were in use up to the 1980's, however the building is now used for <br />material storage. Its location and configuration is of no value to water plant <br />operations and it is not cost effective or practical to make efficient use of the <br />existing building. Estimates to rehabilitate and relocate the structure range from <br />$150,000 to $200,000. There would also be ongoing maintenance and <br />management of the facility. <br />The Public Works Department soliciited bids from several deconstruction <br />contractors and only one contractor, Big R Construction, provided a responsive <br />bid of $38,252.00. The space occuipied by the 1930 Water Plant could be used <br />for the water plant maintenance faciililty. Salvage of the historic bricks could be <br />used to construct a monument on the property in the vicinity of the trail bordering <br />the south side of the water plant. Staff recommended the building be <br />deconstructed per the bid submittecl by Big R Construction Company. <br />PUBLIC COMMENT <br />Jean Morgan, 1131 Spruce Street, Louisville, CO requested Council delay the <br />demolition of the building. She stated once an old building is gone, it's gone <br />forever. <br />COUNCIL COMMENTS <br />Mayor Pro Tem Marsella inquired if there is a plan for salvaging the bricks. <br />Public Works Phare stated the projE;ct specification call for 75% of the bricks to <br />be salvaged and stockpiled. There are not any specific plans for their reuse. <br />Councilor Muckle was not in favor of demolishing the building, asked if the <br />Historic Preservation Commission head made a determination of the historic <br />significance of the building. Public (Relations Manager Muth reported the Historic <br />Preservation Commission has recommended, until there is a specific plan for the <br />property, to leave the building as is, and use the funds with matching grant funds <br />to rehabilitate the site. <br />
