City Council
Meeting Minutes
August 5, 2008
Teresa Peck, 1316 Franklin Avenue, Louisville, CO concurred with Mr. Pollack,
and noted Louisville was voted number one.
Mary Ann Pollack, 834 Lincoln Avenue, Louisville, CO asked for clarification of
what constitutes an RV vehicle. She asked at what point apick-up with a camper
becomes an RV. Police Chief Goodman stated a camper on the back of a pickup
truck qualifies as an RV.
City Attorney Sam Light clarified the current code prohibits parking any
truck or bus, exceeding 18 feet or any truck tractor, any trailer or semi-
trailer, any trailer coach or mobile home, or any detached camper unit, for
a period of time longer than 24 hours within a public right-of-way in a
residentially zoned area. Under the new provisions the following
recreational vehicles have been added: a travel trailer, truck campers, tent
trailers, pick-up campers, camping trailers, self-propelled motor homes,
trailer coaches, mobile homes, buses, camper vans, boats, recreational
water crafts, snowmobiles, all-terrain vehicles and other recreational
equipment.
Jerry Davis, 703 Lois Drive, Louisville, CO reminded Council there have not been
many complaints over the years.
Councilor Muckle reported hearing from constituents who support the ordinance
and commented on the importance of looking at both sides of the issue. He did
not believe an ordinance is creating a covenant.
Councilor Sackett concurred there are members of the public who have different
opinions relative to recreational vehicles.
Mayor Pro Tem Marsella also heard from citizens who support the ordinance.
She noted the ordinance only restricts the most severe situations. She favored
going forward with the ordinance.
Mayor Sisk supported the ordinance but suggested modifying the sidewalk
setback. He commended the Staff for their work on the ordinance.
Councilor Muckle commented the City is not looking at other communities to be
like them, but merely surveying how other communities deal with such issues.
MOTION: Mayor Pro Tem Marsella moved to approve Ordinance No. 1537,
Series 2008, with an amendment to remove the 18" sidewalk setback, seconded
by Councilor Yarnell.
