Harrington, 457 East Raintree Court, Louisville, CO supported the pay-as- <br />you-throw program and the R,FP. <br />Bonnie Lucara, 650 W. Hawthorne, Louisville, CO stated she lives in the Mesa <br />Point Subdivison, where there are several cul-de-sacs and three or four trash <br />trucks go through the neighborhood daily. She noted the trucks cannot go <br />through the cul-de-sac without backing up and they create a lot of noise and <br />pollution. She supported the RFP. <br />J. R. Ketelson, 539 W. Laurel Court, Louisville, CO, also lives in Mesa Point, and <br />supported the single trash hauler proposal. He noted the City will have control <br />over the recycling process and urged Council to approve the RFP process. <br />Mark Persichetti, 1402 Taft Place, Louisville, CO, he serves on the Louisville <br />Resource Conservation Advisory Board (LRCAB), and voiced their support of the <br />recycling and trash collection. He noted the LRCAB was given a task of <br />investigating a single steam trash hauler and recycle collection process. He <br />stated the decision to take the City's recycling to Boulder County Recycling <br />Facility was not prompted by Eco-cycle. He noted the City has been the recipient <br />of several grants through Boulder County as a result of recycling. The LRCAB <br />strongly urges the Council to approve the RFP. <br />COUNCIL COMMENT <br />Councilor Clabots noted Section 3-5 of the RFP does cover alley collection and <br />the contract will contain a statement of willingness to continue alley collection. <br />He supported Eco-cycle and their zero waste management programs. He stated <br />the current drop-off recycle site in Louisville is shared by Louisville and Lafayette. <br />Councilor Dalton asked if sufficient time is given to analyze the proposals and <br />gather information to make an informed decision. He noted the RFP stated the <br />City "intends" to award a contract and suggested changing the word "intends" to <br />"may". He stated his understanding is the City receives money from recycling <br />and asked if the trash hauler could be given some portion of the proceeds. <br />City Manager Fleming stated that the RFP does provide sufficient time to analyze <br />and evaluate the proposals and bring a contract before Council. He explained <br />the proceeds from recyclables were to be used to expand recycling services to <br />the residents such as yard waste composting. <br />City Attorney Light explained there is a statutory provision for the reservation of <br />rights therefore changing the word "intends" to "may" preserves the City rights to <br />
