He noted statutory laws require notice be given to the <br />residents and vendors of the City intent to investigate single hauler proposal. <br />Mayor Pro Tem Marsella stated the City has learned from other cities' experience <br />and has determined the RFP process is the best choice. She explained <br />increased recycling will reduce the cost of trash hauler. She noted the citizen <br />survey demonstrated the citizens' support for recycling and a single hauler. <br />Councilor Muckle asked if the RFP could contain weekly pickup of recyclables. <br />Public Works Director Phare stated in lieu of weekly pickups, there are options <br />for larger recycling units. <br />Mayor Sisk supported the RFP proposal. He noted Eco-cycle is supported and <br />owned by all the Boulder County residents. He commended Lafayette for their <br />recycling and single hauler program. He explained this was one of the Council's <br />prime objectives, and it also rated very high on the citizen's survey. <br />Doug Grinbergs, 538 W. Sycamore Circle, Louisville, CO reminded Council at <br />one time there was a landfill in Boulder County, but now waste materials are sent <br />to neighboring communities. He stated the City should reduce the amount of <br />waste materials and recyclables sent to neighboring communities. He supported <br />the RFP and the City's ability to manage recyclables. <br />MOTION: Councilor Clabots moved to authorize the Request for Proposals <br />(RFP) for Single Stream Mandatory Recycling and Refuse Collection, seconded <br />by Mayor Pro Tem Marsella. <br />Gity Attorney Light requested a friendly amendment to include the following four <br />revisions: Changes to the sizes in waste bins; 2) Revisions to Sec 3-7 eliminating <br />the three days collection provision and requesting a minimal number of collection <br />days 3) Change to the proposal contract to extend the contract 3 and 5 years, <br />subject to budget considerations and 4) Changing the word "intends" to "may". <br />Councilor Clabots and Mayor Pro Tem Marsella accepted the amendment. <br />VOTE: All in favor. <br />PROPERTY ACQUISITION (DOWNTOWN POST OFFICE PROPERTY) <br />PUBLIC NOTICE AND ORDINANCE No. 1540, SERIES 2008 -1ST READING <br />PROPERTY ACQUISITION (DOWNTOWN POST OFFICE PROPERTY) - <br />PURSUANT TO SECTION 2.02.010 OF THE LOUISVILLE MUNICIPAL CODE <br />NOTICE IS HEREBY GIVEN THAT AT ITS SEPTEMBER 2, 2008 REGULAR <br />MEETING, THE LOUISVILLE CITY COUNCIL WILL MAKE A FINAL <br />DETERMINATION AS TO THE PURCHSE OF FEE TITLE TO A PARCEL OF <br />LAND TOTALING 0.96 ACRES, MORE OR LESS, COMMONLY REFERRED <br />
