He was not <br /> certain that the compelling benefit to <br /> the City by donating the land for the <br /> reservoir expansion met the requirement of <br /> the annexation resolution and felt that <br /> the urban services area needed to be clearly <br /> dE~fined. He felt that perhaps the annexa- <br /> tion could be further reviewed if Council <br /> wished to do so. <br />Councilwoman Johnson Commented that it was her understanding <br /> that Parcel A in the Homart development <br /> would be building homes in a similar high <br /> -price range of from $250,000 to $400,00. <br /> Director Rupp stated that Homart had talked <br /> ak~out this price range of homes for McStain <br /> ixi their Hilltop project and they could be <br /> attracting Corporate people in their housing <br /> dE.velopments. The design standards that <br /> tYiey had presented to the City would assure <br /> tYiat we would get a quality product. How- <br /> ever, Mr. Rupp was not certain if the price <br /> range would be $250,000 - $400,000 homes. <br />Motion to Deny Request Mayor Meier moved, Councilwoman Johnson <br /> sE:conded that the Unique Homes Annexation <br /> RE~quest be denied. <br />Councilman Luce Commented he was curious why Mayor Meier <br /> made the motion to deny the request as <br /> hE~ seemed to be in favor of referring it <br /> to the Planning Commission. <br /> Mayor Meier replied because it was his feel- <br /> ing that other councilmembers did not feel <br /> that the compelling benefits were being met <br /> by the annexation proposal. <br />Councilman Cussen Commented that he was in a dilemma regarding <br /> tl--e proposal as Councilman Luce commented <br /> that when we have policies and we make <br /> e~;ceptions we really create problems for <br /> ourselves in the future. He felt that there <br /> were some issues that has been spoken to here <br /> tl-iat the compelling benefits are certainly <br /> benefits to the City. Whether or not they <br /> are compelling enough to violate those policies <br /> ar.~d creating problems with our policies in <br /> thhe future concerned him.
