Wurl asked if he was talking about the <br />land on~~~the east end of the existing Para- <br />gon Heights and yes, this land was pur- <br />cYiased to expand the reservoir. <br />Mr. Haas stated that the road did not have <br />to come in a straight line; it could be <br />curved or whatever. So they were here to <br />sYiow Council a plan that they could live <br />with. <br />Councilman Leary Commented that he didn't think we should <br />get carried away on those kinds of details. <br />HE' thought these would have to be issues <br />tYiat would have to be acceptable if they <br />dE~cide to come in. Councilman Leary reiter- <br />ated the issue is the compelling benefit. <br />HE: wished to make one point to Mr. Haas <br />by stating that each councilmember made <br />tYiemselves available to him outside this <br />process to talk with him. But he didn't. <br />tYiink he or any other councilmember said <br />"'yE:s - this is great, I'm going to vote yes:' <br />Nor did he think they said - "no, I'm going <br />to vote no." What Mr. Haas did was present <br />tYie information to councilmembers on a one <br />to one basis. He stated - granted he didn't <br />know if some of these issues were brought <br />up in the individual conversations and didn't <br />know if they were appropriate to bring up <br />iri those type discussions; but there is an <br />overriding issue and that is the compelling <br />benefit and it appeared to him that the <br />compelling benefit must be whether or not <br />the Council wants to essentially go outside <br />oi= what he contended would be our compre- <br />hensive plan and what that land is intended <br />for in trade-off for not having to at some <br />point and time use our own resources to <br />purchase the land for the reservoir. He <br />felt that there would be no question that <br />this land will be purchased by the City for <br />the expansion of the reservoir. The situa- <br />tion is a rare one and this is the only <br />area where we have budgeted money to buy <br />not necessarily open space but to buy the <br />rE~servoir land. This money has been set <br />a:~ide in our 20-year plans and we will <br />have the resources to acquire the land <br />for the reservoir if it is needed. <br />
