6/5/84 Page -12- Councilman Leary Commented he was not sure that that was consistent with the $500,000 that the Special Improvement District would be genera- ting for parking. It appears that there would be some difficulty spending that money with- out residential encroachment. Ms. Kasza stated this was correct, and there were a lot of problems still to be solved as far as a long term parking strategy. PLISKA - WATER TAP REQUEST Councilmembers had a copy of Mr. Pliska's letter as well as a map depicting the lot on which he is requesting outside water service. Councilman Luce Requested that the policy be stated relating to water tap requests in areas that don't have a structure outside the City limits. Administrator Wurl advised the .basis for his recommendation that this request be granted was that this was one of two lots on the left side of Continental View Drive that is not presently receiving one or both City utility services. He could not recall a non-built lot in that area. He did not know of a specific policy, but in- formally the City has granted taps in Background History of the the general area. As a background Mr. Wurl Area re; Water Tap Requests stated that several years ago in this par- ticular area the property owners sought and were granted permission to tie on to the raw water line and establish a small mini filter plant of their own to serve a few of the homes along the ridge - on the west side of Continental View Drive. The Health Dept. sent us a letter about this and the City tried to shut down service 8 or 9 years ago and the Health Dept. would not allow this. These property owners were served on this basis until the Continental View Subdivision extended the utilities in the area. Then the City required of them that they connect on the City system and eliminate the old mini filter plant and raw water line. To his knowledge there were two remaining lots in this area - one of which is Mr. Pliska's and he would recommend that both these lots be authorized to hook on to the City system. Mr. Wurl stated he could see some problems with the houses ~~west. of 80th that are not on the City system and we have never had any indication from them that they have hard any interest in tying on to our system.
