6/5/84 Page -12- <br />Councilman Leary Commented he was not sure that that was <br />consistent with the $500,000 that the <br />Special Improvement District would be genera- <br />ting for parking. It appears that there would <br />be some difficulty spending that money with- <br />out residential encroachment. <br />Ms. Kasza stated this was correct, and there <br />were a lot of problems still to be solved <br />as far as a long term parking strategy. <br />PLISKA - WATER TAP REQUEST Councilmembers had a copy of Mr. Pliska's <br />letter as well as a map depicting the lot on <br />which he is requesting outside water service. <br />Councilman Luce Requested that the policy be stated relating <br />to water tap requests in areas that don't <br />have a structure outside the City limits. <br />Administrator Wurl advised the .basis for <br />his recommendation that this request be <br />granted was that this was one of two lots <br />on the left side of Continental View Drive <br />that is not presently receiving one or <br />both City utility services. He could not <br />recall a non-built lot in that area. He <br />did not know of a specific policy, but in- <br />formally the City has granted taps in <br />Background History of the the general area. As a background Mr. Wurl <br />Area re; Water Tap Requests stated that several years ago in this par- <br />ticular area the property owners sought and <br />were granted permission to tie on to the <br />raw water line and establish a small mini <br />filter plant of their own to serve a few of <br />the homes along the ridge - on the west side <br />of Continental View Drive. The Health Dept. <br />sent us a letter about this and the City <br />tried to shut down service 8 or 9 years ago <br />and the Health Dept. would not allow this. <br />These property owners were served on this <br />basis until the Continental View Subdivision <br />extended the utilities in the area. Then <br />the City required of them that they connect <br />on the City system and eliminate the old <br />mini filter plant and raw water line. To <br />his knowledge there were two remaining lots <br />in this area - one of which is Mr. Pliska's <br />and he would recommend that both these lots <br />be authorized to hook on to the City system. <br />Mr. Wurl stated he could see some problems <br />with the houses ~~west. of 80th that are not <br />on the City system and we have never had <br />any indication from them that they have <br />hard any interest in tying on to our system. <br />
