6,/5/84 Page -14- <br />Administrator Wurl advised we have always <br />defined this as being in the Urban Services <br />area because it was 70% built up, but he <br />d~_d not want to pinpoint that line. <br />Mayor and Councilmembers favored Mr. Pliska's <br />rE~quest with the condition that the water <br />and sewer tap would be issued upon appli- <br />cation for annexation to the City. The <br />a~>sessed valuation of the home would not <br />bE~ a deficit to the City, and since the <br />location of the lot would be in the Urban <br />Services area as well as being in the <br />Louisville Fire District and is receiving <br />other City services, i.e. Police and main- <br />ta.inence of the road the request could be <br />granted. <br />Councilman Luce Asked how the City would keep from going <br />west of this area? <br />Administrator Wurl advised once we go beyond <br />th.e crest of the hill the City does not have <br />any water lines and secondly it is impossible <br />to serve sewer beyond that point as the lots <br />run down the face of the hill. They own some <br />common ground down the Davidson Mesa. It <br />was Mr. Wurl's feeling that the houses be- <br />low the hill were served by Lafayette's <br />main water line that comes through the area; <br />also it is not in our comp plan. <br />Councilwoman Morris Asked how we could encourage the other <br />property owners to annex if we are servicing <br />the streets and our police are protecting <br />the area? <br />Mr. Wurl stated the reduced rate in the tap <br />fees would be one advantage. He also stated <br />some of the people are new to the area and <br />have not been solicited recently. <br />Councilman Luce Inquired if the zoning was for one unit <br />per lot? <br />Planner Lanterman stated if it were annexed <br />to the City it would be RR zoning, which is <br />one unit per ? acre. <br />Mr. Pliska advised that his lot was one <br />acre with a ? acre of common ground at the <br />bottom of the hill that Mr. Wurl referred to. <br />Hips plan was to build a single residence. <br />
