5/1'84 Page -8- <br />Councilman Leary commented this request was <br />denied previously because it was a matter <br />of :>erving development in our open space; <br />devE~lopment in the County and at the time <br />the major issue was that of safety only. <br />At ghat time we were not interested in <br />serving persons outside the City limits <br />espE~cially when the development was done <br />through Boulder County. If the individual <br />wanted city services he should have come <br />to t:he City and request annexation. He <br />prok~ably would have been denied for the reason <br />it is the City's open space, but would have <br />been the proper route to follow. Now it is <br />a situation of "buyer beware." It is not <br />our fault that all the options were not <br />fol7Lowed through here before an investment <br />was made. Mr. Leary stated he might be <br />interested in looking at the water for the <br />firE, system if that is the only alternative; <br />but he is still not interested in serving <br />industrial development that is open space <br />are<~ of the City's plan and is not part of <br />our City. <br />Councilman Luce Commented that he didn't feel anything had <br />changed since 1982 when the City Council <br />denied this request. Certainly in 1981 when <br />Mr. Trousil went to the County for his <br />boundary modifications he was aware then how <br />the City chose to designate the land. He <br />was aware what the constraints were on that <br />piece of property. He knew of the City's <br />intent upon purchase of the property. It <br />was Mr. Luce's opinion that the fire issue <br />was a smoke screen. He didn't. think that <br />the City should be setting a policy that we <br />run out all over the County providing fire <br />or water taps to people because there might <br />be some potential problem. <br />Councilwoman Morris Directed her question to Director Rupp asking <br />if he had any indication what the alternatives <br />would be as mentioned by the Fire Marshall? <br />Director Rupp replied that he could not give <br />specifics but there more expensive ways to <br />protect the building by a foam process, etc. <br />other than the fire lines. <br />Councilwoman Morris concurred with the comments <br />of Councilmen Leary and Luce and stated one <br />other point - the property is not within <br />our urban services area at all. <br />
