Mr. Grote stated that the loop would be outside the parking area that they designated and radius would be appropriate. Mr. Cussen asked if the loop could be con- sidered in the inital phase of the facility to avoid passengers having to walk over the overpass. Mr. Grote advised this was not considered in the initial plan because they were not certain what type of ridership they would get because of the major capital expendi- ture that must be justified. Snow Removed Councilman Cussen expressed concern during the snow removal, is that not going to throw snow into the lanes which the pedestrians would be walking, and if so, who will be cleaning that? He felt this would hold down on ridership and be a deterrent. Mr. Grote stated this is one of the things that was discussed in their staff meetings in the past, typically it would be the State Highway Dept.'s responsiblity. But R.T.D. may want to consider to maintain that walkway. Mr. Womack remarked this again would have to be approved by the Board of Directors, and. would depend on ridership. Further re- marked there is one parking facility that has 60 spaces, being used by one car and of course this must be corrected and avoided in the future. The problem of snow removal would be addressed. Mr . Grote stated in terms of the loop there would be a necessity to put a retaining wall there because there is a fairly steep slope and of course would increase the cost of the facility. Handicapped Passengers Councilman Cussen expressed concern with :regard to the handicapped passengers using stE~ep ramps to get to the walkway. Mr. Grote advised that a ramp was shown on the drawing anti would be 10' elevation difference from thE~ bottom to the top where the waiting area would be. bir. Cussen reiterated it was his hope that R.7'.D. could check out the feasibility of mah:ing the loop through the facility in the beginning even if the parking lot was not expanded.
