4/3/84 Page -5- <br />Map of safe walking routes the School District may wish to draw up a <br />map of safe walking routes that is made <br />available to all children. The map would <br />pinpoint their house and look at bikeways, <br />walkways, streets, suggest routes to travel <br />which would be the safest. <br />Mayor Pro-tem Leary commented the only question <br />he would have was given the time it would take <br />to ado the necessary surveys and planning, and <br />if an option is identified that is feasible <br />are we looking at implementing this the next <br />school year? <br />Director Kasch stated at the last meeting he <br />informed everyone that we are going to make <br />some changes are that going to effect the <br />current problems that they are experiencing <br />at ;Hutchinson & Lincoln and Pine and Lincoln. <br />He :felt that the short term solutions that <br />they are looking at now, nnay be the long <br />teen one in the final solution in that it <br />helps to spread the traffic load away from <br />two major intersections creating better <br />safe walking routes. Traffic and pedestrian <br />couints would be taken this week, next week <br />and when the changeover is made the follow- <br />ing week to see what the effects are and <br />it maybe that crossing guards will not be <br />needed. <br />Councilwoman Johnson Stated that she recalled at the meeting <br />last week there was discussion as to whom <br />was going to pay for the improvements that <br />Director Kasch recommended for redirecting <br />the traffic where the bus pick-up is, and <br />the School 'District concurred they would pay <br />f.or all the materials and our crew would do <br />the work. <br />Director Kasch concurred with the directive <br />to the Attorney and staff requested by Mr. Leary. <br />ANNEXATION MORITORIUM Mayor Pro-tem Leary summarized the current <br />DISCUSSION i.n-place policy on this issue by stating that <br />the last council placed a moritorium on <br />annexations principally for residential pur- <br />poses with the exception of either small in- <br />fill parcels or parcels of 5 acres or less. <br />Then at his request, Councilman Luce opened <br />the discussion by stating that this item came <br />up approximately 4 weeks ago when Council was <br />trying to reconcile the building permit limi- <br />
