4/3/84 Page -6- <br />tation for this year with the fact that in- <br />dividual builders or people in the "Other" <br />category were exceeding the number of permits <br />that Council had allocated there; consequently <br />Council was trying to, on one hand trying <br />to be responsive to those people who desired <br />to build their one unit somewhere in the City <br />that they had been waiting to build for many, <br />many years, and yet trying to keep a sensitiv- <br />ity of keeping some real restraint in growth <br />limitation or our building permit limitation <br />system. When Council finally worked out our <br />plain to attempt to .free up more permits in <br />the "Other" category, approximately 5 condi- <br />tions were placed on that particular motion. <br />One of those conditions was that the City <br />not annex additional residential units until <br />such time as it was able to serve those already <br />included in the City. Council would consi- <br />der an exception for small parcels, which <br />to ]him would be grossly in the magnitude of <br />5 acres. But the annexation policy itself <br />was geared specifically toward residential <br />annexations, omitting commercial or industrial <br />type annexations. Due to the lateness of the <br />hour at the continued meeting of March 7th, <br />Council decided to take this up later and <br />t.hait is where we are now. He felt the thrust <br />of ithe issue now was defining small parcels. <br />Councilwoman Morris Comrnented that she and Councilman Luce had <br />Proposed Annexation Policy discussed some ideas and suggested Council <br />consider them.. Then stated - our goal is <br />to adopt an annexation policy that includes <br />the following restrictions: <br />1. The area to be annexed must be within our <br />urban services area. <br />2. Upon initial request for annexation the <br />applicant must state his intent for use <br />and development. <br />3. Already developed land to be annexed will <br />be considered as is; however the appli- <br />cant may only add additional buildings <br />in the ratio of one single family unit <br />per 5 acres. <br />4. With regard to undeveloped property that <br />is considered in-fill by the City Council <br />there will be allowed a maximum of one <br />single family unit per 5 acres. <br />5.
