1/17/84 Page -12-
MILLER WATER CONTRACT Councilmembers had a copy of the contract
1.334 SHARES OF MARSHALL and the request was for authorization for
LAKE WATER the Mayor and City Clerk to sign the contract.
AUTHORIZATION Councilman Leary moved, Councilwoman Morris
seconded that the Mayor and City Clerk be
authorized to sign the Edward Miller contract
to purchase 1.334 shares of Marshall Lake
Water.
Amount of Yield Councilman Luce inquired what is the yield
of water from this purchase.
Administrator Wurl advised that the average
yield of Marshall water is approximate 32
acre feet and in terms of service would pro-
vide six-tenths of an acre foot per dwelling
per year.
Long Range Plan Mr. Luce inquired how this purchase fits into
the City's long range plans?
Administrator Wurl advised the City's priority
is the acquisition of Marshall Lake water for
primarily two reasons - the right itself, and
storage in Marshall Lake. In terms of the
overall plan we are looking at 300 shares,
and have acquired a little over half of these.
The time period is related to the growth of
the City; also we are at the mercy of the people
wishing to sell. The plan calls for this
acquisition in 5 years, wasn't certain the
City could accomplish it.
Councilman Luce then inquired if the 300 shares
would be the number calculated that would
be :needed at full City build-out with the
population equivalency.
Mr. Wurl replied that coupled with some other
rights in South Boulder Creek, of which there
are very few remaining, and some South Boulder
Coal Creek water in conjunction with Marshall
Lake.
Funding for Water Shares Councilman Luce inquired where the funding
for water shares comes from.
Administrator Wurl advised that 530 of the
tap fees are set aside in a fund for water
rights acquisition and/or storage.
VOTE ON THE MOTION Question called for. All in favor. Motion
carried unanimously.
