1/3,/84 Page -13- Increase in Rates properly informed. regarding the new rates. We are being told that through the FCC that we don't have a great deal of say over the premium rates. Yet there seems to be $14.50 dif:Eerence between Louisville and Lafayette ratE~s. Felt t:hat as a council should re- quest and receive evidence of information of 'the costs ghat are passed on to your fees, and see if a rate increase indeed is in VCR order. Stated that he was still concerned about the VCR the fact that you have to have the remote and can only tune in to one channel. Thought it was a shame to scramble the public domain. Was able to get channels 2, 4, 7, and 9 - now they are being scrambled and with the VTR does not have the option to look at the domain and record it as he has in the past. He :requested that they not scramble the public domain - on the premium channels felt this was more approprate since the have the equip- ment to do this without disturbing the other channels. Councilman Cussen also stated that several people are having problems with Channel 4 since the new converter has been installed - picture reception is very poor. Reiterated that the timing on the premium packages was being presented to the people in a cart before the horse fashion, and how will they reach homes where both people work. Several people had stated that they had a problem getting someone on the phone in the office and then didn't get a definite answer. Cussen stated that he had called the local office, Lafayette and Longmont offices and the Ohio office on 2 occasions. Remarked that the sad thing was that the 3 representatives present had to take all the heat when Cleveland, who are the decision makers were not present. Felt that Mr. Romano and Mr. Callaghan should be present and felt that council should direct the Attorney to review the agreement to see that it is not violated and if it is take legal action. Mayor Meier Advised that he would allow one more question of each person and then coucil would proceed. From the Audience A gentleman stated it was his understanding th<~t all cable systems be interactive, with th_Ls new system how would his privacy be pro- tected of his viewing habits, and what assur- ance could bey given.
