1/3/64 Page - 9 - Councilman Leary Commented the picture quality issue had not yet ;been addressed, i.e. the picture on his set was not sharp, also had problems with rolling: Dage:nois stated this is possibly happening on Channels 2, 4, 7, and 9 and to solve the prob- lem it maybe the connector needs-tightening on the back of the set. Possibly when the box was changed that connector was not put back on properly and their service man can fix it. Eugene Caranci Remarked that :it had been stated that most of New package and costs us would be getting all the channels for ap- proximately one week and the majority of us have already paid our January fee - if we don't get the premiums that we should be getting would there be a refund? Also, how do we go about getting 'the channels that we want? Will. we be receiving the same premiums that we have now until we notify the Company? How do we go about getting a new package - what: will it cost? Mr. Dagenois advised starting tomorrow he would be receiving more than he was paying for because .all of the premium channels are being unscrambled other than Playboy. Mr. Ferguson reiterated that their representa- tivE:s would be going house to house explaining the premium packages and the costs. Also stared that the service charge would be waived the first two weeks so don't worry about drop- ping something and having to pay $10.00. Mr. Lyons explained that although the computer wou:Ld be on line to add, delete, scramble, etc. after that is done much more goes into effect. All of the records that are handled by cable data, i.e. the master contracts with Showtime, HBO and all of the premium providers are based upon a total number of people who are subscribing. When a change occurs this must be done up and down the system, and if it is not done before a certain time of the month then HBO will charge Scripps/Howard for the subscriber's system receiving the program. Although the tech- nology is the same what is involved is much more complicated. This is the reason for the $10.00 fee for an add-on.
