12/4/84 Page -15-
•ncilman Cussen Comnnented that all councilmembers are very
concerned about construction time lines,
the quality of the work that is taking place.
Barz-icades have been up and moved and now
there are barricades down in a number of
areas. The patchwork that is taking place
on South Boulder Road and Via Appia doesn't-
matt;h up with the old pavement. This also
exists at Continental View Estates. Will
thez-e be another overlay? There was asphal~.
laid and torn up and patched. It was Council's
understanding that because of the construct:~_-~n
at ~funter's Ridge we would have probably ara
18" to 12" variance between the new paveme~`
and the old. The road is still closed to
the west. Mr. Cussen then asked Mr. Celle.:
to update Council on the whole construction
process and what is going to happen.
Bob Cellars Stated that the first part of June bids weri:
called for from contractors to construct
--Section A amd Section B. Section A was the
portion from the RR tracks through the
intersection to the east. Section B was the
total roadway section from Via Appia on up
the hill on the north side where the curb
lines up with the existing curb at that point.
Some problems occured shortly thereafter ant?.
caused the City to take a look at their ava~~_ ~~~--
able monies and it was concluded by the City
that only a portion of that road shall be
built. Therefore, it was the City's deter-
_ __minaton _to___de_lete the south half of Sectia~:
B. In October we had an unusual snow storm
preceeded by a heavy rainstorm, the contractor
at that time did have that portion of Section
B ready for priming and paving. However the
rain and snow washed a Iot of the base material
from the top of the hill down into the middle
of town, some of it went down the inlets in
the new storm drain. After this , the contra ;~:toi
chose to get it back to grade at least, It ;7as
not up to specification insofar as compacti~~ ~.
Centennial Engineering would not allow pava-~~~~
and pay for all of it, he chose to do so with
the idea of protecting that grade. Centennial
Engineering has marked out those areas that
have to be brought up to compaction. The
contractor has gone back in and cut out most
of them. The portion of Section A by 7-11
