12/4/84 Page -16-
he chose to pave that for the same reason
to protect it from weather; knowing that he
was going to have to go back in and take
some out. That he has done. They have haci
considerable discussion - some friendly,
some not so friendly. Mr. Cellars stated
than all he was trying to do was make certain
than the City was getting what they are paying
for. They don't intend to recommend accept-
ances by the City of Louisville until this
is <ione; and the contractor is working very
hard and diligently to get it done.
On t:he south side of Section B, there are
some: areas that he would certainly recommence
be ;smoothed out before winter sets in.
The schedule for next year, as Mr. Cellar::.
undertood it to be and subject to the Cit;`_.
budget, was the second part of the agreenc~r::~ .
It was his understanding that the contractor
and the City reached an agreement as delay
by addendum 1 and 2. That next year he would
come: in and finish that south half and then
overlay the entire works. So the City may
have: to live with some patches for an entire
year, or until the next construction schedule.
There is an 1~'.'. overlay that goes on over the
top of what is on the north side; on the south
side. it will be brought up to grade and then
the entire thing covered.
In reply to Councilman Cussen's inquiry - why
are the barricades still up near Hunter's
Ridge, Mr. Cellars replied that there was no
real precedents to follow with this type con-
struction. They had to go in and redesign
a traffic control barrier that delineates t?~::.~
diffe:rnce in elevation and the Cit~t has to pay for it.
Mr. Cellars stated that they have asked several
times of the contractor for a schedule for
when he is going to get the pavers in, and
they have had no response.
Mr. Cellars advised that the delineators would
have to be a change order to the agreement,
as it was never a part of it.
Councilman Cussen suggested that perhaps
Council needs to review bids and agreements
more thoroughly in the future and maybe the
low :bid is not the most realiable one in
the long range project.
