He felt <br />that we agreed at the staff level that the <br />issue was above our level of involvement. <br />It was his understanding that it was a very <br />political type of issue. The process is in <br />motion and it may require a meeting of the <br />two councils. This was something that was <br />suggested at the meeting and wondered if there <br />was any interest to pursue that. <br />Mr. Pupp stated that the annexation touched the <br />Louisville city limits on the south side of <br />STC and along its eastern portion along 96th <br />Street alignment. <br />He a:Lso stated that it was his understanding <br />that first they would have to annex the right- <br />of-way then they would have to annex the re- <br />mainder in phases to get that 1/6th contiguous <br />requirement. I:t was his understanding that the <br />Broomfield Council may annex all the land but <br />not place zoning on it at this time. The zon- <br />ing would have to come back thru the Planning Com- <br />mission and according to State law they can <br />place a "no zone" on the property for 180 days <br />at which time zoning has to be applied; and <br />then it would have to go thru the Planning Com- <br />mission; but the Broomfield City Council can <br />annex this property without going thru the <br />Planning Commission first. <br />Councilman Leary Commented that he could not see what could <br />be accomplished. in a meeting of 14-15 people. <br />He would rather us get a letter drafted quickly <br />that very clearly states our concerns and <br />that this be sent to the Broomfield Council <br />putting them on notice that this proposed annex- <br />ation would create some problems for us as <br />well as them, i.e. the whole concept of an <br />interchange is being discussed in terms of <br />existing land uses and there maybe some agree- <br />ments tied to that interchange with the Boulder <br />County Comprehensive plan. Mr. Leary commented <br />he could guarantee the State Highway Commission <br />is not going to put an interchange on anymore <br />without some consideration for land uses. <br />To him the proposed annexation and what it <br />would do to that area would clearly have to <br />have Louisville look at whether or not we <br />could continue to support that interchange. <br />Clearly we are looking at it because of our <br />existing land use to primarily serve CTC. <br />
